Asks In Price Index Revision Washington.—The government is checking your buying habits. What do you buy? How much do you pay? The collection of this and other information with wafch to revise the Consumers’ Price Index issued by the Department of Labor began in BalUmore, Birmingham, Boston, Cincinnati, Detroit, Jacksonville, Memphis, Minneapol is, Mobile, Portland, Maine, and St. Louis. The AFL contends the revision is long-overdue and should correct |.he bias which has too lone made the index operate unfavorably for labor. The index, which is issued month ly by the Labor Department’s Bu reau of Labor Statistics, is the of ficial measure of changes in prices paid by wage earners and low-sal aried groups for the goods and services they buy. Under the terms of an appropriation enacted at the recent session of Congress, BLS is directed to review and, as necessary to revise the index, which at pres ent is based on buying habits of city families in the mid-1930s. The total job will take 3 years, Ewan Clague, Commissioner of Sta tistics, said. It requires, he said, collection of information on char acteristics of about 500,000 dwell ings in the United States; detail ed records of expenditures from more than 20,000 families; and the collection of more than 600,000 price quotations from thousands of retail stores and service estab lishments. Essentially the Consumers’ Price Index measures the changes in the cost of a market basket of goods and services commonly bought by moderate-income famines in large cities. The market basket used in the index at present includes goods and services representative of what city families were buying in 1934 36. Clague pointed out that low income families bought iceboxes then and few mechanical refriger ators; that women bought' huge quantities of silk hose where now adays nylon hose have absorbed that market. He listed other char acteristic improvements in the American standard of living, such as: What used to he only seasonal foods art now on grocers' shelves all the year around. Many more families have tele phones and radios, and some have television seta. Frozen foods were practically unknown; there were no compre hensive supplies of baby foods, packaged desserts, nor bulk tee cream. Studies of modern housing con struction will he of particular im-< porta nee in the revised CPI, Clague explained. Another important ele ment in housing, he pointed out, is that a larger percentage of fam ilies now own, or are buying, their own homes, and rents may no long er reflect accurately the changes in housing costs to these home owners, Through February, 1950, BLS will make surveys of the charac teristics of representative dwell ings to adjust the index of rent New —4 EtronHU—«4 PIANOS Far dw hart value in NEW or | reconditioned pinnae, select i yens from ear stock of nearly I 100 instmnoals.
