Texans Make
Cood For Two
Who Abscond
Harlingen, Texas—AFL unions
in the Lower Rio Grande Valley
of Texas voted to pubRsh a news
paper to make good upwards of
$6,000 taken by two men who
had been retained to edit and
publish a labor papers
W. J. Cullens, secretary-treas
urer Central l.a'oor Union of the
Lower Rio Grande Valley, ad
vised AFL Secretary-Treasurer
George Meany that all AFL un
ions should be on the lookout
for the two men who gave names
of Ted White and J. W. Ham
mond, the latter also known as
Bill Baker.
Mr. Cullens said that the two
men had been hired to edit a la
bor paper backed by the Central
Labor Union after investigation
resulted in favorable , references
from Virginia, Arkansas and
North Carolina. He said the men
disappeared with over $6,000
worth of advertising and sub
scription money and left bills
around $500 for telephone serv
ice; $400 for rent and photog
raphy.
“We are planning on making
good all the advertising and sub
scriptions to those people who
bought them by putting out a la
bor paper sponsored by all the
local unions here," Mr. Cullens
said. “Through a medium of
contributions from all the local
unions, we hope to be able to
build a much needed labor pa
per and -to clear, the name of
the American Federation of La
bor in the eye* of the valley
public." , ^
In the meantime1, Mr. Cullens
urges that all AFL unions watch
for the two men who embar
rassed the AFL. He believes
they may be operating along the
Texas coast.
Be independent by buying In
dependence Bonds.

NLRB Cutbacks Hits
Southern Campaigns
Atlanta, Ga.—Because of con
gressional reduction in the fed
eral budget for the National La
bor Relations Board, a redaction
will be made in the force of the
National Labor Relations Board.
J. L. Rhodes, southern director
of the American Federation of
Labor, said this cut may further
curtail the services of the NLRB
to the American Federation of
Labor in the South.
It is feared that any further
reduction of tha services from
the National Labor Relations
Board will render that federal
agency entirely useless to the
labor movement.
During the organizing cam
paigns of the various AFL inter
national unions in the South, it
is, incumbent upon them to use
the labor board in many in
stance*. —--; , —
It is now evident that from
2 to 6 months are required to
process w simple election peti
tion. In the handling of unfair
labor practices cases worn one
to three years or even more are
required to handle those cases.
In view of these facts, many
labor representatives have ex
pressed the opinion to the At
lanta office of the American Fed
eration of Labor that the reduc
tion in forces of the National
Labor Relations Board, by termi
nation of approximately 160 em
ployes, will have the net effect of
wrecking the service the board
has been able to render to AFL
unions.
