Arthur Elder, AFL tax con sultant, presented the AFL pro gram on November 77 to tne Hou**' Ways and Means Com mittee. “The American Federation of Labor has become alarmed at the increasing tendency at all levels of government since World War TI to depend more and more on taxes on consumers and less on taxes based on ability to pay,” Elder stated. “The earlier tax adjustments made hy Congress in the personal income t*x field resulted in a | disproportionately large share of tax savings to taxpayers in the groups with net incomes above $4,000. “While decreasing in taxes on income were taking place, reve nues from gross excise and sales taxes and custom receipts rose from $8.4 billion in 1945 to $12.6 billion in 1949—a 50 per cent in crease. “The proposal to increase tax revenue on corporate ineeme therefore would appear to be equitable, would provide needed revenue, and would restore a needed balance to the tax Struc ture."
