Civil Defense Significant points in the new Civil Defense bill, authorising the expenditure of 3.1 billions to pro vide the best civilian protection possible against all types of mod ern warfare, include these: 1. A permanent Civil Defense agency is set up—bringing home the truth that wars of today in volve civilians just as much as they do armies and highlighting ! the fact that our country ex pects to be bombed if we become engaged in any full-scale war from now on. 2. Responsibility for Civil De fense rests with Federal, state and local governments. Volun teers will be needed in large numbers, of course, hut the au thority is high up and complete. 3. States, communities and the Federal government all will be in volved when a bomb falls All must work together and all must help each other. Only a mobile system which crosses state ami county line eould work.
