He is Tom Under wood <D.). Governor Wethcrby of Kentucky named Underwood to succeed Virgil Chapman (D.) who died March 8. Chapman had an anti-labor record. Underwood served in the House in 1949, 1950 and 1951. He voted for repealing the Taft-Hartley Act, rent control, stronger social security and anti-trust laws, curb ing grain gambler*, aid to Korea and stripping dictatorial power from the Rules Committee. Underwood, 58, is editor of the Lexington Herald. A special election will be held in the Sixth District to fill the vacancy created by his Senate ap pointment. LOBBY HEAD DOESN’T BELIEVE IN DEMOCRACY * The real estate lobby, to which Congress is knuckling under, is run by a man who doesn’t be lieve in democracy. Last April the House Lobbying Activities Committee made public a letter written by Herbert U. Nelson, executive vice-president of the National Association of Real Estate Boards (NAREB), Nelson wrote: "I do not believe in democracy. I think it stinks. ... I don’t think anybody except direct tax payers should be allowed to vote. I don’t believe women should be allowed to vote at all."
