S. citizens workers from Puerto Rico and Hawaii. 3. That responsibility for cer tifying the existence of domestic farm labor shortages be sepa rated from the administrative re sponsibility for importation of foreign workers, the former to remain the function of the Im migration and Naturalization Service. 4. That legislation be enacted (a) making it unlawful to em ploy aliens illegally <in the United States; (b) giving clear author ity to the Immigration and Nat uraliation Service to enter places of agricultural employment to , search for illegal aliens; and (c) setting statutory penalties for harboring, concealing or trans porting illegal aliens. 5. That Federal laws be en acted to prohibit interstate re cruitment by private recruitment agents except when such agents are licensed by the Department of Labor. 6. That agricultural workers be given legal assurance of their right to organize by extension of the Taft-Hartley Act to employ ees on farm with a specified min imum number of workers. 7. That minimum wage and unemployment compensation leg islation be extended to migratory farm workers. 8.
