RED CROSS HOUSED FOR HELP ADMINISTERED FLOOD SUFFERERS The special $5,000,000 flood re* lief drive which the American Red Cross is now conducting will probably continue all summer ac cording to surveys by prominent authorities. Praising the organisation for its effective assistance, Raymond M. Foley, Housing Administrator and Federal Emergency Flood Re lief Co-ordinator, points out the different functions of the govern ment and the Red Cross in this mammoth disaster. “While federal funds arc avail able to restore basic facilities for community operation and to as sist in emergency housing, health protection, farm aid, and other needs,” he said in a statement is sued for July 30 release, “thou sands of families will be depend ent on the response of the Amer ican people to the Red Cross ap- j peal.” As a supplement to local and state resources, he gaid, emerg ency and rehabilitation help is needed by thousands of stricken families who have lost their be longings, their employment or crops, or their homes, and have little resources to keep them go ing. “There is no agency better suit ed for rendering this personal and effective assistance than the Red Cross,” he said. “Its serv ices are indispensable if assist ance from federal and state sources is to be effective.” Co-ordinating the work of the Red Cross with that of the Fed eral Government is Clarence F. Rowland, assistant national di rector of the organization’s dis aster services, who is a veteran of 25 years’ experience. Mr. Row lan<fvflew to Kansas City on July 18 to plan long-term rehabilita tion measures for victims unable to get back on their feet without help. | On July IB, the Red Cross was j housing 17,500 persons in* 80 shelters and feeding 42,600 in a . four-state area, but the biggest job follows relief. It is then that the repair and rebuilding of homes, the help to re-establish businesses of individuals must be done. For some women, particularly the bride, this may cause anxious moments. They’ll worry about the correctness of their table setting, whether it be for a buffet supper, informal luncheon or a “dessert and coffee snack” after bridge or a TV show. Actually there’s no deep mystery about arranging a table so that it is correct and still permit a hostess to give full expression to her in dividuality. In fact, 1847 Rogers Bros., the oldest name in silver plate, points out there are only nine rules to follow in table set ting. These are: _ 1) Place knife at right of plate with cutting edge toward plate. 2) All spoons are placed at right of plate and to right of knives. 3) All forks are placed at left of plate, except oyster fork which is always at right of plate with knives and spoons. 4) All silverware is placed in the sequence in which it is to be used. That which is to be used first is farthest from the plate. 5) Dessert silver never is placed on either side of the plate with other silver. It is brought in with the dessert. 6) Butter spreaders are placed on the bread and butter plates. The correct place for the bread and butter plate is at the tip of the meat fork. 7) Spoons for the tea or coffee are brought in on the saucer with the cup. 8) Serving spoons and serving forks should be used in pairs. When table spoons are used for serving, the dinner fork is the correct companion piece. 9) Silverware is placed on an even line about one inch from the edge of the table. _ MAURICE J. TOWN .V. TOBIN WRITES CHILDREN ON MEANING OF LABOR DAY WASHINGTON, D. C—Thirty boys and girls in the fifth grade of an Ithaca, New York school re cently wrote to the United States Department of Labor requesting material on the signifiance and purpose of Labor Day. Secretary of Labor Maurice J. Tobin decided to answer it per sonally. He wrote: “Dear Boys and Girls: “Your note to the Labor De partment expressed interest in what Labor Day means. “Labor Day is an Important holiday for it is the day dedicated to the toil of over 66,000,000 Americans. It is these Americans in the shops, factories, mines, mills, and offices, and on the farms who have made our Nation Btrong and free. “It is the toil of theat millions of workers who have built the houses in which you live, the school in which you learn, and the churches in which you worship. It is through their labor that life is made more agreeable and A 71-year-old woman in tne Topeka, Kans., Red Cross shelter was much concerned as she started to go home with her 70 year-old husband. “I take in washings,” she ex plained. “My machine is ruined by the flood. My tubs are washed away.” The Red Cross replaced the washer. In the 70 years that the Red Cross has been in existence, $190, (>00,000 has been spent on domes tic, insular, and foreign disaster operations. Only nine times in the past 30 years has the organi zation had to make a special ap peal. This year, because last, year’s fund campaign was not! fully subscribed, the extra drive was necessary. The last special disaster appeal was made in 1938 following the New England hurri cane.
