Southern Workers Receive
Lowest Incomes In U. S.
A preliminary analysts of the
1950 census figures showed aver
age family money income in tHe
United States in 1949 to be $2,
599.
Census Bureau statistics showed
the second highest fifth of the
families got 24 per cent of all
money income, the third higher
got 17 per cent and the fourth
got 9 per cent
Southern Incomes Lowest
Except for the South, the bu
reau said, the figures varied only
slightly between states in differ
ent parts of the nation. In the
South, because of the high num
ber of farm workers paid partly (
in produce instead of cash, aver
age money earnings were lower
than elsewhere.
Highest family incomes were
found in the Northeastern states,
where the average was close to
$3,000. In the Far West it was |
$2,907. For the North Central
states, it was $8,841, and for the
South it was $1,940.
For the United States as a
whole, the bareaa said, 13 7
4»er cent of the families had
a money income of less than
$500 in 1949.

NOTICE is hereby given that at 10:00 o’clock A. M., on January 29,
1952, in tiie Hearing Room of the North Carolina Utilities Commis
sion, in the City of Raleigh, N. C., the Commission will conduct a
hearing on an application filed by Duke Power Company for an
adjustment and increase of its electric rates and charges.
The application and a statement showing the proposed adjustments
and increases, are on file in the office of the Commission.
It is stated in the application that on the basis of the Company’s
business for the 12 months’ period ended June 30, 1951, it is esti
mated that the increase will produce an increase in the Company’s
gross revenue of approximately $3,000,000 a year. It is further
stated that the proposed increase is less than 4 per cent of the Com
pany’s gross annual revenue from its electric business; that the
increase in rates for primary power will average a little over 5
per cent, and the increase for retail power and for residential and
commercial service will average substantially less than 5 per cent.
It is further stated that the maximum increase for general residential
service will not exceed 20c a month and the maximum increase for
water heating service will not exceed 15c a month.
Any interested person may examine the appliation and the proposed
rate adjustments and increases on file in the office of the Commission,
and will be given an opportunity to be heard at the hearing to be con
ducted at the time and place hereinbefore stated.

In a report on home ownership,
the Census Bureau said that only
64 per cent of the dwellinr units
in the nation were not dilapi
dated, had hot running water and
a private toilet and bath. This
per centage ranged from 79 in
the Northeast and West to 46 in
the South, the figure was only
14 per cent. Generally, the bu
reau said, the rate was pulled
down by farm homes not having
inside running water
Home Ownership Gains
The bureau found that more
than half the 45.875,000 dwelling
units in the United States are
owned by the persons living In
them. The 55 per cent figure
announced by the bureau was an
increase of 11 per cent over 1940,
when 44 per cent of the nation’s
dwelling units were owner-occu
pied.
The figures, the bureau said,
were based on its sample testing
in the 1960 census, and did not
actually include every unit in the
country.
BUDGET CUTS REPORTED
With the President still work
ing on his budget message to
Congress, .advance reports esti
mated t hat the government
spending figure for the fiscal year
beginning July 1 would be cut to
$83 billion. This is $13 billion
above the current year, but a sub
stantial drop from earlier $90
billion forecasts for the next fis
cal year. Biggest slashes were
reported in Army procurement,
but most of the total will be
spent for arms and defense.
SCANDALS TAKE HOLIDAY
The House Committee investi
gating tax scandals closed up
shop for the holidays. The com
mittee chairman. Rep. Cecil King
(D., Calif.) said public hearings
would be resumed in Cslifornia
next month. From there the
committee was scheduled to move
oh to New York for further hear
ings.
