Should Be Amended H.R. 4526 would set up a sys tem of armed forces reserves. It ■betild be amended, the AFL ad vised, so that persons “with criti cal skills and talents would be subject to some type of selective review before they are called to ■time duty. “*Te suggest,” the AFL spokes man said, “that this review be conducted by an independent ci vilian agency or board.” 7 Riley pointed to “the danger of calling up of reserves indiscrim inately without regard to wheth er members of the reserve possess rare or difficult-to-recruit skills,” by pointing out the experience of France in World War I, as re lated to the House Committee on Military Affairs some years ago by William C. . Hushing, chair man of the AFL National Legis lative Committee. “By the time the French fer reted out the mechanics in the ranks,” it was said, “5 or 6 months hdd -gone by and production of munitions was delay that long.” The new measure would set up a Reserve Corps of 4 1-2 million by‘lH60. With this objective, said the AFL representative, the AFL is in complete sympathy, and of fers full support, but it may well be that some persons “would be serving their country better if they' remained in civilian life than if they were recalled to active duty.” Critical Occupations The Labor Department, it was pointed out, has established a list of critical occupations. Included in this list are certain scientific and professional occupations and in addition, a number of basic skilled industrial occupations such as tool and die maker, ship-fitter, pattern maker, machinist, design engineer draftsman, and mill wright.
