The Board of Magistrates of Halifax County held their regular meeting in the Court House in the town of Halifax last Monday, the 7th inst. Col. D. C. Clark, chairman, called the meeting to order, and the newspaper re porters were requested to act as secre taries. Dr. O'Brien, the secretary of the board of magistrates, called the roll of magistrates by Townships, and the fol lowing Justices responded to their names : Brmkleyville Parker, Norman, Har ris, Wiggins. The chair stated that the meeting was for the purpose of levying taxes, the elec tion of County Commissioners and a Co. Supt. of Public Instruction. The report of the Commissioners of Halifax county was received and adopted. It was in substance as follows: "The undersigned Board of Commis sioners of Halifax county respectfully submit to you a report of their actings during their term of office beginning on the first Monday in August, 1880. RECEIPTS! Paid into the Treasury for county pur poses $24,046,20. School fund, including amount on hand in August 1880, 19,307,76. DISBURSEMENTS. Sustaining Poor House 5,342,14 Repairing the buildings 2,194,00 Repairs upon jail and feeding prisoners 2,183,50 Paid teachers and erecting school houses 9,403,93 The Board reported that the county debt had been reduced since August 1880, $10,543,22. They cannot accurately state debt of county but satisfied it Will not exfceed ii2,OdOiOO: The Board reported that the blidgfes bf the county were in fair repair. That some of the iarger ones would have to be rebuilt in the near future, which will require a large outlay. Expended on bridges since August 1880, 1,455,00. Repairs of Court House and expense of county since August 1880, $3,749,84. They had realised from the bond of ex-sheriff Larkin 13,384,32. The Beard submitted a report in regard to old county debt. They had never defeated the payment of any honest obligation. Sundry parties had demanded full pay for their claims in exclusion of all others. Resolved, That this resolution be spread upon the minutes of this meeting and on the records of the Board cf County Commissioners and that copies of the same be sent to his family and to the newspapers of the county for publica tion. F. M. Parker, 1 D.C. Clark, Com. W.A.Daniel. J . A resolution was passed allowing the chairman of the Board of County Com missioners fifty dollars per year for his services. The following resolution was adopted : Be it resolved by the Justices and Commissioners of Halifax County in joint convention assembled, That the chairman of the Board of Magistrates appoint a committee, con sisting of five citizens of the county, whose duty it shall be to apply to the next session of the Legislature for the passage of an Act authorizing the Justices and Commissioners of said county to provide means for the speedy payment of the outstanding debt of the county, by funding, taxation, or other wise, as may be expedient. There being no other business the meeting adjourned. Democratic Executive Commit tee. The Democratic Executive Com mittee met in Halifax last Monday. The chairman announced three vacancies on the committee, and nominated W A Dunn, W W Hall, and F M Parker to fill the vacancies. Maj L M Long offered his resignation and Capt J M Griizard was elected chairman. Though backed by the administration, Hubbs and the "machine' received a blow from which recovery is doubtful, but they have not given up. For a consideration they think O'Hara will withdraw, but, if his word is to be relied upon, not until he is defeated at the poles in November will he with draw. If Hubbs does come before the people, and the issue is between him and O'Hara, the latter will receive a sufficiency of white democratic votes to elect him. granting that the colored vote will be equally divided. I learn that Reynolds is a senatorial as pirant, and in order to cripple him by nipping in the bud these aspirations, an other aspirant has, and is circulating the following. That he is a tool of the demo crats who want to make him sheriff, that they have already figured up his bond and in consideration of their support he "has consented to be pliable in their hands. A double inference is to be drawn from the above, that he does not want the nom ination for the senate, and that by allow ing himself to be used by the democrats, he becomes a renegade. Don't suppose there is a better man in the party, and under the circumstances those who have expressed themselves on the subject, concur in favoring him for the senate. While discussing the congressional situ ation the other day, some one suggested the advisability of putting a democrat in the field, provided there wre two repub licans running, but a prominent citizen; and one who is posted in such matters did not agree, because it would make the campaign all the hotter thereby bringing out a greater number of votes on the re publican side to our detriment, m that we could not hope to elect our man, but do our best for the State at large. He did not want any speaking on that account. I beg leave to differ, because the negroes will certainly vote to a man ; all the pow ers combined could not prevent them, whereas the democrats in this district have stood up in the face of defeat, hoped against hope so long that hundreds, no doubt, have become so careless and un concerned that, without a stirring up, they will not vote, for what is the use, think they. They do not read the papers, nor do they think or know about state affairs. T is only local and national with them.
