Anions the reports from the consuls of the United States for July is the fol lowing, from the American consul at Leige, Belgium : The first distinctive institution that attracts the attention of v. stranger in Belgium is the working dog. From time immemorial this hereditary loaf er has been given over to pleasure ; but like certain others of the privileged classes in this revolving world of ours, he lias had his day at least in Belgium. Such amateur service as lie has render ed in the past in aiding the shepherd, guarding the household, and rushing with sledges through the frozen regions of the north is too much in accordance with his instincts to be classified as labor ; so it is here, for the first time in his history, that the necessity of doing something for which a natural repug nance is felt (and this, I believe consti tutes the essential difrdrence between work and play) has been forced upon him : but, like the old uoblrsc. he ac cepts the change cheerfully and patient ly performs his task. Sentimentalists, taking no thought of the man or even of the woman whose burden he shares, may complain that he is greatly wrong ed ; but sensible people must rejoice that he has at last been set to work and compelled to earn his own living. Liege is a city of large wealth and great industrial activity, possessing the j largest manufactory of machines and machinery in the world and employing as manv horses as fjiv other town of its size in Eiuope, and yet for every hcise at least two dogs are soon in harness on the streets. They are to be met all hours of the dav, but in the early morning the boulevards are literally alive with them. Traffickers (mostly women) with gayly painted carts drawn by well-fed dogs are seen striving to be first in the market place. A pretty bare-headed Walloon peasant girl mov- ing briskly at the side of a flower cart drawn by a stalwart mastiff is a pleas ing vision to the early riser. But not only the gardener, but also the luttcher, baker, Use grocer, the porter, the ex pressman cosnmon carriers of all kinds engage his services. His step is so much quicker than that of the hor.-c that he will in an hour cover twice the distance and cany with him a greater ! burden in proportion to his size. Nor would their employment he without a certain municipal advantage, for the litter made by horses is the most fruit fid source of dirt in our cities, to say noth ing of the great ware and tear of pavements.
