SCOTLAND NECK, N. C, THURSDAY,
A BEIEF HZSTOSY OF HALIFAX
COUNTY.
By Students of Scotland Neck
Male f,hccl.
In writing this brief history of our
eoumv, we shall :y to give the most
impo . nt events as they actually oc
cc .ed. If we can be the means of
f,iv;ng any information to the young
of this county, we shall feel that we
did not brave the cold winds in vain,
and shall rv to fo'-get how -.edious the
tf sk in reading some hundred or more
dusty volumes. We think that, after
all, those men who wrote them ought
not to be criticised severely, because
they wrote in a somewhat different
language than ours and never studied
modern penmanship.
Our thanks are due to our teacher
and several gentlemen of Halifax, who
gave us much traditional information.
In former times, the county which
is now called Halifax, one of the most
historic in the state, formed a part of
what was then known as the Edge
combe Piecinct. The firs"t record we
have-of this piecinct was in January,
1731. On November 23, 1758, the
General Assembly then in session at
Edenton passed the following act :
'' Whereas, divers inconveniences attend
the inhabitants of Edgecombe Precinct,
by leason of the large extent thereof,
and the g eat distance that many of
them live Lorn the Cou-t House, and
other places usually appointed for pub
lic meetings : Be it therefore enacted
by the Governor, Council and Assem
bly, and by the authority of same, that
from and immediately after the first
day of January (next ensuing), the said
county of Edgecombe be divided by
the dividing line between the parish
of Edgecombe county and the parish
of St Mary ; and that that part of the
said county which is now the parish
of St. Mary, remain and be called and
known by the name of Edgecombe
County ; and that that part of the said
eounly, which is now the parish of
Edgecombe, be thenceforth eiected into
one distinct count' ana called and
known by the name of Halifax County."
(Signed)
Arthur Dof.bs, Gov.,
Mavthew Rowax, Pres.,
Samuel Swatm, Speaker.
Halifax County was named by Dobbs,
Royal Governor of Xorth Carolina, on
January the 22nd, 1750, in honor of
the Earl of Halifax, President of the
Board of Trade of England.
The word Halifax is of Saxon origin,
meanfng "Holy haL." In 1761, Alex
ander McCullock, John Gibson, Richard
Brownmg, and Robert Jones were ap
pointed directors and frnslees of a
town, c.dled HabTa.;, to be built on
Roanoke River. One hundred, acres of
land were appropriated to be divided
into domes, streets, and aliies. This
town, being nearest in the center, was
selected by the people for the county
seal.
On April ith, 1776, upon- the call of
President Samuel Johnston, the P-o-viucial
Congress met at Halifax, then
the capital of the State ; this being the
fourth meeting of the people in a rep
resentative capacity for the purpose of
opposing the Royal Government in
Xorth Carolina. On April 12, they
p issed the following : "Resolved, that
the delegates of this Colony in the
Continental Congress be empeve-ed to
concur with delegates from the other
colonies, in declaring Independence,
and forming ioreign alliances, reserving
to this Colony the sole and exclusive
, '-iht of forming a constitution and
laws for this Colony. This, the first
resolution passed in Xorth Carolina by
an oilicial assembly, was passed just
e'ghty-ihree days before Independence
was declared, and it showed that she
as a state was. ready to dissolve the
bonds that bound her to the Mother
Country, (The key to the building in
which this Congress met is in the pos
session of Miss Lena Smith, piincipal
of Vine Hill Female Academv.)
On May 1st, the Governor a -pointed
William Hooper, Joseph Hewes and
John Penn delegates to the Continental
Congress. Xeither of these were Xorth
Carolinians by birth, but the State was
proud that she had such men.
In July 1776, the Council of Safety
met in Halifax, and on the 22nd of the

month w liile the Council was in se.-sion,
the Declaration of Independence reach
ed them. The Council, lefore adjou-n-ing,
unanimously pasyrd the following
resolution : "Thai the Committee of
the respective counties and towns in
this State, on receiving the Declaration
of Independence, do euu-e the fame to
.e proclaimed in tne most public man
ner." August 1st was appointed by
ihe Council for proclaiming the Decla
ration of Indepenceat the Court House
in Halifax. This was indeed a great
day for this ancient borough. All na
tuie seemed to rejoice at the birth of a
mighty nation.
On the appointed day Cornelius
Ha nett, who had been chosen to read
the Declaration, ascended a rosLum in
front of ihe Court House, and to a vast
concourse of people he read the immor
t:r. words of the Declaration. . When
he had finished there arose from the
people a simultaneous shout of joy;
the loud cannon responded ; and the
glo iou.i tidings that have proven bea
con lights to the love s of f eedom the

On Xovember 12, 1776, the Delegates

who aided m the framing of it, and the
spirit of libe.ty that it included, com
mand alike our respect, thanks and
admiration.
In the yen 1776, there were five
newspapers published in Xorth Caro
lina, one of which was published at
Halifax.
The early history of Halifa x County,
but no more than that of the present
day, is distinguished for is devotion to,
liberty, and the patriotism of her sons.
This noted little town of Halifax, at
which there have occurred so many
historical events, haa played an impor
tant part m Xo-th Carolina history.
Towards theendot the Revoltu'onary
War, Comwallis in his retreat stopped
ac Halifax. He pitched his camo a
fJort distance Lorn the town, where he
hod his headquarters. During his Stay
heie h- was attacked by the militia
men. It ended i i a defeat for the
militia men. He left Halifax in May,
1781.
One of the oldest cemeteries in the
State is at Halifax. There are in it
some tombs that have been laid over a
hundred years.
The most wonderful thing in the
town is the "Magaz'ne Spring." The
contriver of this soring is not known,
but it is thought that the Indians built
it.
