"I didn't know that my talking bothered him when ho was writing prescriptions until yesterday. He neyer mentioned it, and I always asked him all sorts of questions while he was writing them out. Yesterday he examined me and sat down to write something. 1 kept talk ing. Suddenly he looked up and said : 'Hold out your tongue.' I put out that member and he began to write. He wrote and I held out my tongue, and when he got through he sa'.d : 'That will do.' 'But.' said I, You, haven't looked at it.' 'No said he, 'I didn't care to. The commissioners of the town of Scotland Neck do enact and ordain for the government thereof the fol lowing laws, to bo and remain in full force and effect on and after the 1st day ol May .1805 : ARTICLE I. Sec. 1. All persons disturbing the peace and quiet of the town by any in decent conduct, language, loud talking, profane swearing, fighting, drunkenness, or in any disorderly manner whatever, shall be guilt' of a misdemeanor, and upon conviction shall be fined two dol lars. 2. No person shall place, or caused to be placed any wood, timber, logs, barrels, boxes, rubbish or any obstruct ions or nuisance, either herein men tioned or not, on any side-walk or in an j' part of any street or on tne centre- walk of Main street, or leave anj paper boxes or other rubbish wnere it will blow Into the streets, or allow any cart or wagon-gate to open upon the side walk, or offer for sale fish or oysters, or meats upon the side-walks or open al leys. Any persons so offending shall be guilty of a misdemeanor, and upon conviction shall be fined one dollar for each offense. 3. Xo fish or fresh meats of any kind shall be sold by retail in the cor porate limits of the town of Scotland Xeck except in the town market house, recently built on Main street between 11th and 12th streets : Provided, this does not apply to persons catching fish and selling them and to those cases speciall' excepted by the Code, Sec. 3801. Any one violating this ordinance shall be guilty of a misdemeanor and shall be fined 3 for each offense. 1. The running at large of horses, mules, goats, or stock of any kind is forbidden. Any person who shall ride, drive, or feed, or cause to be rode, driven, or fed, any stock upon the side walk of the town, or suffer any stock to graze within the corporate limits of the town, unless haltered, or who shall vio- ate any portion of this section, shall ye guilty of a misdemeanor, and upon conviction shall be fined one dollar for each offense. 5. Anv person who shall ride or drive through the streets at a rate ex-j ceeding 12 miles an hour ; race on any street, or hitch any horse, mule or oth er stock to any tree or lamp post, shall be guilty of a misdemeanor, and upon conviction shall be fined oue dollar. 0. Any person who shall ride or drive across the centre-walk of Mam street, or place any vehicles or goods or wares of any kind for exhibition or for do thereon without permission from the Mayor, shall be guilty of a misde meanor, and upon conviction shall be fined one dollar. Any person discharging fire-arms within the corporate limits of the town (except in defense of his own premises) or use bean shooters, throw missiles, play ball or marbles on any street or sidewalk, shall be guilty of a misde meanor, and upon conviction shall be fined one dollar. Sec. 10 omitted here but published in commissioners' copy. 11. Any person who shall meddle or tamper with the fire apparatus of the town or remove any bucket, ladder or axe, or any part of the outfit except under direction of the chief or foreman, or when it shall be necessary to use the same in case of fire, shall be guilty of a misdemeanor, and upon conviction shall be fined five dollars. 12. It shall not be lawful to disturb the nests of birds or capture joung birds of any kind, except English Spar rows. Any person so offending shall be deemed guilty of a misdemeanor, and upon conviction, shall be fined one dollar. 13. Any person who shall abuse any officer of the town in the discharge of his duty shall be deemed guilty of a misdemeanor, and upon conviction shall be hned five dollars. 11. All persons found spending their time in dissipation or gambling or saunter-ins about the streets without employment, or endeavoring to main tain themselves or family by any undue or unlawful means, shall be deemed guilty of a misdemeanor, and upon conviction, shall be fined five dollars. 15. Any person who shall ride on a bicycle or use a wheel barrow or cart on the side walk on west side of Main street between 9th and 12th streets or on side walk on north side of 10th street shall be deemed guilty of a mis demeanor, and upon conviction shall be fined two dollars. 1G. A 113 person who shall ride on a bicycle in any part of the town after I dark without a lighted lantern shall be deemed guilty of a misdemeanor, and upon conviction fdiall be fined two dol lars. ARTICLE II. Sec. 1. Any ierson mating anv boisterous noise, in any way, anywhere in the corporate limits of the town on the Sabbath day, calculated to disturb the peace and quiet of the day, or dis turb any assemblage ol worship sdiall be guilty of a mi.-sdemeanor, and upon conviction shall le fined two dollars. 2. It shall lie unlawful for bar rooms, groceries or other j .laces where merchandise is bought and sold, to be oien on the Sabbath day; provided, drug stores may be kept ofen to sell drugs and medicines. Xor shall an' one sell, or sell under pretense of gift, or give away, on the Sabbath day, any spirituous or malt liquors where the same are usually sold. Any one vio lating this section shall be guilty of a misdemeanor, and upon conviction shall be fined t.venty-fi ye dollars. 3. It shall be unlawful topla cards for sport or otherwise, or as gaming in any place where liquor is sold, or in any eating house in the town, or to play at any game of chance for money or money's worth anywhere within the corporate limits ol the town. Any person violating this section shall le guilt of a misdemeanor, and upon conviction shall be fined five dollars. ARTICLE III. Sec. 1. It shall be unlawful to wash any meat, fish, clothes, vegetables, tfcc, within 50 feet of any imblic well ; or to butcher or dress any cattle, sheep, hogs, or goats within the corporate limits of the town. Any one violating this section shall be guilty of a misde meanor, and upon conviction shall be fined two dollars. 2. It shall be unlawful for any per son or persons to dig or make any hole or excavations of the earth within the corporate limits of the town wherein water may collect' and become stag nant. Any person so offending shall be deemed guilty of a misdemeanor, and upon conviction, shall be fined fifty dollars. 3. All persons shall lime and clean their privies twice each month during the months of May, June, July, Au gust, September and October of each and every year. ; Any one neglecting to do so for any month above named shall be guilty of a misdemeanor, and upon conviction shall be fined two dol lars. 4. It shall be unlawful for any per son of persons to erect or build a privy or horse stables within sixty feet of any well not on his own primises. Any person so offending shall be guilty of a misdemeanor, and upon conviction shall be fined five dollars for every day such stable or privy is permitted to re main. o. All persons owning or permit ting a public privy upon their prem ises shall be and are hereby required to keep the same in a cleanly manner. Any person or persons failing so to do shall be deemed guilty of a misde meanor, and upon conviction shall be fined five dollars. G. It shall be unlawful for any per son or persons to permit any nuisance or anything that emits an offensive smell or that has tendedcy to injure the public health to remain on his or their premises, after being notified by the constable in writing of the exist ence of the same. Any person or per sons so offending shall be deemed guilty of misdemeanor, and upon conviction shall be fined five dollars. ARTICLE IV. Sec. 1. The town constable shall be required to give his undivided at tention to the interest of the town, pa trolling the streets, in every part of the town and at night until the business houses are closed, enforcing the laws ; superintending and directing any and all works of improvement and repairs in the town under the direction of the proper committee ; collect any and all taxes at the time and in the manner prescribed by the ordinances or board of commissioners ; and upon the failure of said officer to collect any fine or tax not satisfactorily proved to the commis sioners to be uncollectable, he shall pay it himself ; and the town constable shall further be required to make an itemized report of collections and ser vices performed at each monthly meet ing of the board. Said officer shall upon any day's absence, before leaving the town, notify the Mayor, and tender , substitute acceptable to the Mayor, and shall draw his monthly salary as al lowed by the board of commissioners. 2. If the town constable shall know ingly fail to enforce any section in these ordinances, he shall, be fined double tee penalty imposed by such ordinances. 3. The town officer shall be requir ed to collect the town taxes during the month of October of each year. ARTICLE V. Sec. 1. Whereas, it is l-elicved to lo dan gerous to the public health for res idents and others to keep in htock for sale goods that are known as :cond hand clothing ; therefore, it shall I f unlawlul for any person to engage in selling in the town any second hand clothing or such as shall have been worn and kept in stock for (ale. Any one violating this section t-hall le guil ty of a misdemeanor, and ujon convic tion shall be fined fifty dollars for each and every article of such goods .sold. 4. Considering the fact that some phi losophers have contended with great plausibility that electricity is the mo tive power of the universe, it is remark able that men have not made more use of it than they have, or that is has not been substituted for steam and gas long ago. It is, however, now rapidly as suming proportions which promise to make it supplant all of the older meth ods of motive power. The Pennsylva nia Railroad Company will, it is said, shortly operate its line between Wash ington and Alexandria by an electric trolley. The New York Central rail road has under consideration a propo sition for electricity instead of steam on the New York and Putnam railroad, a fifty-mile branch that runs through the Harlem Valley. It is not unlikely that the Baltimore and Ohio will in a short time adopt the same power. The only thing which has retarded the introduction of eleotrlcty in these lar ger affairs of moving railroad trains, a well as in general lighting and heating, is the expensiveness, but that obstacle is gradually passing away as the means of producing electricit lecomes cheap er. There is nothing more certain to the scientific vision than that electrici ty will supplant steam and gas and heat in their various relations to hu man enterprise and comfort, and the world is moving m that direction with accelerated motion.
