C-. a lew days ago : "The cases long pending in the Su preme Court of the United States as to the validit" of the bonds issued by Xorth Carolina under the ordinance of the constitutional convention of 1S08. in aid of the Chatham railroad, were decided to-thn- in favor of the State. "The Constitution of 1S(8 gave the Supreme Court of the. State the power to hear claims against the State, and recommend them to the Legislature for appropriation, if sustained. An amend ment to the Constitution adopted in 1SS0 took awa3 this power of the Su preme Court. When the plaintiffs in these cases asked the State Court to pass upon their claims for the amount of bonds and coupons held by them, the court held that its power to do so had been taken away by the amend ment referred to. The Supreme Court of the United States held that there was no impairment oi contract by the repeal of the power given to the State Supreme Court in the Constitution of 1808.
