The decision in the Day case has raised hopes in the breast of many hangers-on to office. Every one thinks th s decision applies to all officehold ers who were at all interfered with by the last Legislature ; and it seems olv-nt as reasonable for all as It does for Day. It has been in operation five years and has paid in dividends 70 per cent, be fore the last one. All the dividends put together, then, make 100 per cent. This is a remarkable record and most encouraging to those who would like to invest money in such enterprises. It seems to us reasonable that Eastern Carolina ought to be able to do as good business in the cotton mill industry as any other part of the State. Tarboro n forsrintr ahead for another mill and a there is room for hundreds more before i ha business is over done. Written for The Commonweatlth. To Young Men Once More. Where, for months, in the Northern States there has been chill and discomfort, the air has now begun to take on a milder character. There is the sing ing of birds and the joy of physical life again, so that earth and tree and crea ture throb with the knowledge that out of death and darkness of the win ter there is to come the beauty of abundant life. We talk of life as a mystery, but so also is death ; for though death seems to end all, yet what is it but the death of rocK and tree and creature that ren dors possible all the wondrous and beau teous lorms of life that now solace our eyes, weary of dun and gray tints. Tnere ia the thought lor you, fel lows. Your limbs are strong, your arms are corded and knit, your powers are superabundant, your eyes are clear j fee, your brains are fresh to think 1 1 is well, for you and the dear girls like yourselves strong and vigorous are tne spring of our humanity. The blithesome birds on the wing are not gayer than your hearts and the thrust ing buds of tree life shed no greater beauty over bare woods than do you along highways that would be bare id deed without you. But whence this niv. this charm, this gaiety? Its sap, its sustenance, its power, its gloryl is drawn from the dead and the past Those who have been are part of the substance of those who are, and just as seed-time and harvest have never failed so have new generations of men ever come forward to go on with the tasks of the dead and to draw inspiration from the leaves of human life that have browned in the autumn breeze and then fluttered to rest. All the glory of .. the world is a rowed glory ; the past is in it; the present is not sufficient unto itself. An unbroken chain connects all those who are proud ol themselves back through the ages by gradual steps to simplicity back even to savagery. JV. J. WARD, Burgeon jL?eircisx, Enfieli, N. It revealed the fact that large quantities of second hand clothing of the most dangerous kind are being sent to North Carolina and other States South. The clothing is such as has bean taken from persons who died of contagious diseasei, and the health officer who made the dis covery said that in many cases it was positiyely filthy. With some rubbing and drying the clothing is sent out to second-hand Nothing dealers. Tne health authori ties ot Raleigh wisely took hold of the matter at once and ordered all such clothing held for sale in Raleigh to be heated at a temperature of 240 degrees Such clothing ought not to be permit ted to be brought to any town except under the closest scrutiny. The glory of the crops is tnat in tneir simplicity and in their tractableness there la a useful surrender of them selves to others, for others' good. . - V But befouling worms do often strip the tree ol its glory, and the fierce pas sion of the sun parches the grass be yond redemption and blight and mil dew and disease destroy crops till not only is there no longer any giving of their strength to others but the strength they have ia not even sufficient for themselves. 1 need not enlarge, ine tree, the grass, the crops are helpless ; they cannot move away nor take shel ter. What com en to them, comes and cannot be avoided by any effort oi their own, else would they put it forth. It is not so with you. .Loathsome vices ndeed there are ; scorching passion we all know ; and blights have fallen on many households because those who might have struggled . against them, yet would not, hays been supine as treo3 and made no effort to move away from those circumstances that bad in them undoing oi character and de struction of life. afc With you, in this time of your su- premest energy and grandest possibili ties, there is the chance to gloriK the past by mak.ng the future yet more glorious ; and yet at the same time the possibility of making the present eo ignoble that it would shame your re motest savage ancestor. You are, it is true, made up of countless influences drawn from numberless ancestors good bad and indifferent. But though thousand shreds and patches contribute to your make-up you dare not blame weakness and failure and vice on those hn have sone before. You are, and you are yourself, with a power of inde pendent judgment and ehoice, as that which is right or wrong. The very fact that you know enough to blame those who have gone before you is proof that you know the difference be tween right and wrong, and that you can make a choice. Hail to you that are young and that are strong. The responsibilities and opportunities of a tremendous age ara upon you. A century of strides un- bor- e(lua1e(l is ushering in a century whose burdens you will bear, yun you hkb glorious men, till the dry leaf of your life drops to the ground to feed the new lile that then shall be. Queen Victoria, throughout her long life and the constant attendance on di vine service by which she has set such a shining example to her subjects, has shown a singularly catholic taste in hymns. Old Lutheran paiaphrases and chorals, Scottish psalms, the hymns of Wesley, and Toplady and Watts, Lyte and Xewman, all have appealed to Her Majesty's heart and expressed her feel ings ot devotion and praise, hope for the future, and association with the pa3t. In her griefs she has evidently sought the sympatny of the Man of Sorrows, and in her appreciation of no ble deeds she has realized that the bravest warriors are the soldiers ot the cross ; while in the remembrance oi those she has loved and lost she has ever clung firmly to the hops of their biessed resurrection to everlasting life, and sliown it by her choice oj the hymns to be sung over their last resting-places. For man years after the Queen had made her Highl and home at Balmoral with her fami ly, she would nothaveany hymns sung, either at Crathie church or at the pri vate services in the castle, but was con tent with the quaint version of the Psalms la general use among the Pres byterians of the old school. Now the "Scottish Hymnal" ia used at both, and the hymns selected for the castle services are generally chosen by Princess Beatrice cr tho ladies in per sonal attendance on the sovereign. The Queen is very fond of "Nearer, My God to Thee," and so are the Prince and Princess of Wales. Another great favorite with the Prince is the Soldiers Hvmn. written bv the Ilev.
