Til Common wealth has all the while insisted that Scotland Neck need? a cotton factory or two. We have ?r gued that such an enterprise here would stimulate the price of cotton and thus directly benefit the farmers of the com munity, and indirectly benefit every other person here. Ml. J. C. Simmons, w ho is cotton buyer for the Roanoke Miils Co., of Roanoke Rapids, said to us Monday that the mills consume over a hundred bales of cotton a week, and he feels' sure that the presence of the mills in the county have had a good effect on the cottoa market all over the county. He says farmers carry their cotton to tbe mills and get the highest puces for it tLere ; and the market there has has bsen a stimulus to the market all through the county. What does Scotland Neck propose to do about a cotton mill? DO NOT INCREASE THE ACRE AGE. The first annual convention of the Cotton States Association of the Com missioners of Agriculture was held in New Orleans last week. President Stevens delivered an able and sensible address. He laid great stress on the necessity ol farmers raising food crops and avoiding unnecessary debt. lie said that the farmers of the South have been drifting into a condition of bank ruptcy, not by reason of the steulity 1 of the soil nor unfavorable climatic conditions, nor a lack of industry, but because they have not worked with the proper purpose in view. Mr. Stevens said the South is more prosperous than it has been in thirty years, but the farmers are in danger of making a mistase. He attributed the present prosperous condition of the Country to the higher price of cotton this season, and then gave the follow ing timely suggestion against increas ing the acreage in cotton "Tell your farmers to make small bills; to buy for cash, if possible; to plant largely for food crops and reduce the acreage in cotton eyeu below that of last year. The cotton crop of 1899 1900 will hardly reach 9,000,000 bales, and the average price paid thus far has been seven cents. But if our farmers go wild again, as they did in 18CS buy everything they can on time, plant the whole earth in cotton and make a crop ol eleven and one halt million bales the country will be ruined al most beyond hope." BRANTLEY DEFIES THE LAW. Readers ol The Commonwealth are familiar with the name of W. H. Brantley, as one of the men convicted in Washington, N. C, January, 18C0, for the murder of J. B. Bonner, of Au rora the preceding November. Brant ley with the two Bel! boys, Uriah and Sneriell, was sentenced to thirty years' confinement in the State's prison, and Dave Credle to ten years. The follow ing from tbe Raleigh Fost will interest our readers : "Director Thompson of the peniten tiary called the attention of Superin tendent Day to the fact yesterday that there is a thirty-year escaped convict residing in Beanfort county who open ly defies the people and any effort to recapture him. "The convict In question Is W. H Brantley, one of the murderers of the late John Bonner, the Aurora banker, who was killed for his money. Brant ley was connected with the Bell boys and sentenced to thirty years m the penitentiary. He made his escape from one of the eastern farms last May, and has been residing at the scene of tbe crime in Beaufort county since. "Captain Day informed Mr. Thomp son that he would clothe him with full power to effect the capture of the desperado. "Mr. Thompson stated that Brantley was seen every few days, and that he did not hesitate to walk the public roads. He said Brantley always carried a gun and he declared that he would never be captured. "One of the Bel! boys, who receded a simlliar sentence to that of Brant; escaped from the prison several years ago, and is living in Germany. Can't Scotland Neck people start something that will interest the Goulds or some one else who has plenty of money? We are led to ask this question from reading the following in Surday's Charlotte" Observer : "The name for the "new cotton mill at Gastonia has been chosen. It is "Loray Mills." It is easy to sec in this a combination of names of the two of Gastonia's business men wlio have been the promoters of the enterprise, Mess. Gray and Love. The contract for the construction of the mill building has been let to the Flint Building and Con struction Co., of Palmer, Ma-s. This building will be a live story structure, 501 feet long by 130 feet wide, and will house 50,000 spindles and 1,000 looms. The order has already been placed wi th C. & G. Cooper Company, for a 2,000 horse power cross compound conden sing engine, to be delivered on or be fore October 1st. The power will be transmitted by a rope drive of forty nine cables. From the size of several of the individual subscriptions to the capital stock of this company, it is to be inferred that there will be com paratively yery few people inter ested in the enterprise in a financial way. 'Last night the intelligence came here that one of the Gould family of New York had become a stockholder in thin mill to the amount of $250,000 and that a check for this amount is now in Gastouia. It is also stated that within the last two days another single check for 150,000 has been sent to Gostonia lor subscription in this mill. "There is reason to believe that the two sums mentioned will cause the cap ital stock of the Gastonia mill to be in creased from $1,000,000 as was origin ally intended, to $1,400,000. The in formation on this point, however, is not positive. "It is presumed that this unusually large purchase of stocs is one of the results of President Love's recent visit to New York. "The lact that one of the Goulds has become largely intsrested in a North Carolina enterpise means more than the ordinary investment of a wealthy person. "During the life time of Jay Gould, and since his death, the movements have always been fraught with signifi cance. No outlay of this fortune has been made as a venture ; and the ex penditure of a Gould dollar has been ever based upon the exact knowledge that it would brings profitable return. Mr. Win ston's ambition is legal, not political. And lor this reason he will seek that nomination. Mr. Winston was licensed to practice law and admitted to the bar in 1881. He was for two years Clerk of (he Su perior Court of hiscountyKe enjoys a very extensive practice. He is a strong advocate and well-rounded law yer. The largest interests of our coun ty pass under his professional inspec tion. He is eminently fitted for the office of Attorney General. His pro fessional attainments fit him for the office and he has the intelligence, abil ity and character to represent North Carolina any where in her legal trou bles. Mr. Winston is an ideal citizen progressive, enterprising and charita ble. He favors the public schools and takes-interest in education generally. He is a trustee of the Univeristy. He is well known in Masonic circles and has held prominent Grand Lodge appointments. At present he is chair man of the Oxford Orphan Asylum committee. He is deyoted to that great philanthropy. Mr. Winston is in constant demand as a a speaker. His addresses on edu cation, at Masonic meetings and com mencements are maryels of freshness and power. But his best work is a political speak-' er and organizer. For the past ten years he has rendered the Democratic party very valuable service. In every compaign within that period he was constantly on the stump. He has few superiors as a public speaker. He is well posted, alert, witty and at times eloquent. He has no superior as an organizer. The opposition sought in every way possi ble to destroy the force of his energy and work. At thi3 time Mr. Winston is special ly fitted for this high office. He introduced the pending Suffrage Amendment in the Legislature. For some months before he gave the sub ject much thought, comparing the laws and constitutions of all the states. We doubt if there is a lawyer in the State better fitted to defend the Amend ment. That it will be assailed in the courts none can deny. With him to defend it we will be sure that the collected opinions of the ages and the best thought 'of all the writers will be brought in its support. Mr. Winston is not putting his can didacy on 1 he ground that the party owes it to him. His political services are rendered from the standpoint of a good citizen not that of an office seeker. If nominated for Attorney General he will add votes to the ticket. If not nominated ha will add strength to the ticket by his superb support of the principles for which the ticket will stand. No matter what is the out come of his candidacy he will always find in Bertie county, where he was born and has lived forty-two years, a first c'ass citizenship that 33 proud of him, that feels grateful to him for his unselfish labors in the past, that will delight to honor Lim in the future.
