Perhaps the strangest feature in this connection is the fact' that where tbe colored man's vote does his party the most good he has the least influence and the least power. But for the Fifteenth Amend ment Indiana would unquestionably be a Democratic State, and Ohio and Illinois would be extremely doubtful, whale should the solid negro vote be cast for tbe Democratic party instead ot for the Republican 'party in these Stales they would unquestionably be Democratic. It is thus that tbe negro controls the balance of power, but he is too poor a politician to obtain any re turn for what he does to keep his Re publican brethren in office. He and his race vote as a unit and destroy tbe influence they would otherwise wield. The man who will probably be pointed to for many years to come as tbe last rtegro iu Congress is Gaorge H. White, of Tarboro, N. C, who, af ter serving two terms, retired at tbe end of the Fitv sixth Congress to be succeeded by a white Democrat, and tbe constitution of the State has since made it impossible for a man o! his color to be elected at least not until so far in the future that it is useless to consider it.
