Wherever the citizens of a civilized country may go, the protecting power of the government goes with them. Id a real sense the British, the German or the French citizen, no matter bow for from home he may be, all the pow er of the government, civil and milita ry, is at his call in case of need. Chinese outlaws, a few years ago, murdered one or two German mission aries. War-ships were at once sen! to the East to insist on the punishment of the murderers and to demand such an indemnity from China that its offi cers would consider it wise to show greater respect for Germans in the fu ture. Many little wars have been fought by the British to impress on semisavage tribes the fact that they may not with impunity maltreat any Briton. Only recently a Britisn ship was sent to Tangier to cooperate with the Ameri can ships in peisuading the Sultan ot Morocco that he must not only rescue the American and the Englishman who had been captured by brigands, but that he must exercise greater care in the protection of all Englishmen and Americans living in his domains. Every foreigner in a strange land is figuratively wrapped in the flag of his own country, an assault upon him is an assault on that flag. Of course ev ery man is amenable to the laws ot the country in which he may bellying, but those laws must be administered justly. The ideal before the depart ment of foreign relations in each country 5s that illustrated in the case of St. P.ul when he :fked the centu rion who was preparing to scourge him, "Id it lawful for ou to scourge a man that is a Roman, and uncondemned? " When a man says that he is an American, an Englishman, a French man, a German, an Italian, or a citi zen of any other country, it is implied that the simple announcement is enough to induce the officers of what ever country to see that nothing un lawful is done to him. FIFTY YEARS A CLERK. Leslie's Monthly Magazine: A few weeks ago a Wall street bank clerk celebrated the completion of the fiftieth year of his seryice in the em ploy of a single bank and the papers singled it out as a matter of note that an American had been content to serve one master for fifty years. And it was a matter of note. We printed some little time ago a striking little article on "Americans as Quitters." Those were men of biains and energy who quit when their job was done in order to go higher up and do a better job, better still. But most ot us are more fitted to clerk it than to organize, and what is energy in abler men is often j just plain restlessness among the rank and file. To serve one master well for fifty years is an achievement. It ought to be made distinctively an American one. Mrs. C. H. Jennings, Boston "Our babies (twins) wers sickly. Men are olten like knives with many blades ; tbpy know how to open one, and only one ; all the rest are buried in the handle, and they are no better than they would haye been it they had been made with but one blade. Many men use but one or two faculties out of the scorewith which they are endowed A man is educated who knows how to make a tool of every faculty -how to open it, how to keep it sharp, and how to apply it to all practical purposes. There is more Catarrh in this section of-the country than all other diseases put together, and until the last lew years was supposed to be incurable. For a great many years doctors pro nounced it a local disease and prescrib ed local remedies, and by constant fail ing to cure with local treatment, pro nounced it incurable. Science has proven catarrh to be a constitutional disease and therefore requires constitu tional treatment. Hall's Catarrh Cure, manufactured by F. J. A dairy has been estab lished in connection with the Royal Castle at Loo, and it is run on quite business-like lines by its owner, large quantities of butter and milk being sold regularly from the dairy, which is now self-supporting and profitable. Another hobby of the young Queen is photography, and like Queen Alex andra and other distinguished ama teurs, she is uite an expert with the camera. A pretty story is told of the Queen's fondness tor the accomplish ment. Noticing a peasant woman on one of her drives in picturesque cos tume, holding a baby in her arms, she asked permission to take a picture, to the great delight of the woman, who received a present after the snapshot had been taken, while the baby got a kiss from the Queen. Pains would shoot through my back and sides and I would have blinding headaches. My limbs would swell up and I would feel so weak I could not stand up. I naturally felt discouraged, for I seemed to be beyond the help of physicians, but Win of Cardui came as a Ood-send to me. I felt a change for the better within m week. After nineteen days treatment I menstruated without suffering the agonies I usually did and soon became regular and without pain. Wine of Cardui is simply wonderful and I wish that all suffering women knew of Us good qualities. Treasurer, Portland Economic League Periodical headaches tell of fe male weakness. Major Robert Stiles, author of "Four Years Under Marse Robert," thus de scribes General Gordon at Gettysburg : "His face was radiant, bis figure erect, mounted on a splendid ebony charger, with gleaming eyes and proad arched neek. The rider fairly stood in his stirrups, and, bareheaded, waved both hands, while his sonorous voice rolled out such exhortations as only he knew how to make to soldiers. Thus they charged, with the great black charger joyful in the midst of the nasning muskets." Solved by a Laugh, Adapted from Horace.
