A majority of the voters of the town of Scotland Neck, at an election held for that purpose, declared in April 1903 that the town own and operate an elec tric light plant, and to that end duly voted a bond issue of Ten thousand dollars. The plant has been erected and is now in operation. Those who are able have, with the help of the town, installed lights in their homes. Our streets, except when the moon shines and on occasional dark nights, are brilliantly lighted up to mid-night, and many are of the opinion that the establishment of the electric light plant was a long step in the right di rection and that the cost of mainte nance is nothing when the benefits de rived therefrom are taken into con sideration. Others, and they are nu merous, however, are of a different opinion and maintain that the cost of the plant is greatly In excess of the benefits which it affords, and that the tax-payers, the owners of property in our town, are not only being taxed that our streets may be well lighted but are bearing the additional burden of contributing to the lighting of the homes of those in our town who haye placed electric lights in their rasiden ces. There is really no cause for this difference of opinion. The facts are to be had, and if those in whose possess ion they remain will give them to the public all discussion will cease. A clear and explicit statement of what has been done with the money which has gone into the Town Treasury dur ing the past year will give the public a better estimate of the cost of its electric light plant than will the in complete statement of a correct ac count duly audited and authenticated by a committee of commissioners. It is merely a matter of simple addition and subtraction, and the matter is ex plained. We confess that the state ment rendered is rather difficult to un derstand, In fact, unfathomable tc those who do not know lor what the various expenditures were made, and in view of these circumstances, and bein2 amon those who maintain thai tee electric light plant is being oper ated at a great los to the town, we have made a calculation of our own, and have not gone outside of the state ment approved by the Board of Town Commissioners to mate it. it we err in this (calculation we resspsctlully ask that that those in authority will show us our errcr ; if we are right and the Board is wrong, then in justice to the tax-payers of our town, ni course will acknowledge its error, however the board will do neither the oae nor the other, then we leave it to the tax payers to say whether or not we are justified in making the calculation be low, whether the cost of the electric light plant for the year beginning May 1st, 1905, and ending April 30th, 190o, has been $"G0.08, according to the statement of the Board of Commission ers appearing in the Issue of this paper of June 21st, or whether the cost ta the town of this plant has been $416.29. exclusive ot sundry credits received from the pl:ii:t. If our calculation which shows the latter figures to be the cost of the eiectric light plant to our town is incorrect, then will tho Town Fathers kindly inform us for what the expenditures of $2081.21 have been made? This means thit there was spent during the vear 1905 0 the sum of $2C0L 21. other than for the repair of the streets r sanitary purposes and for officers salary so far as we can yath-r f:om the state ment aforesaid. If this amount was expended for the streets and lor the Improvement ana ;ns neutsruieub m sanitary conditions, then what streets have been improved, what sanitary conditions have been bettered e know where a part of this $2001.21 has gone. The statement shows ih.it $000.00 was taken from the treasury ind paid as interest on the eieomc liffht honds. This payment is correct and proper, and there is no complaint to make except that it ougrit, to nave been charged to the electric light plant. The statement further snows mai $507.15 was spent on permanent im provements to the electric light plant, and we maintain should have oeen charged to the electric light account. Sundry items ot hardware appear in the statement rendered, which we have not included in our calculaiion for the reason that we nave presuiuou iua these items have been used by the oiortri lifht nlant and should be v.w-v - - o l. charced to that account. The state mnnt rsndered bv the town lurtner shows that the Scotland Neck Bank hfa hsen naid the sum of $1500.00. As to this payment we have no cnarge 10 make, but simply desire to know wnere the money was used and for what pur nose. It does not appear that it was epent on the streets or to the officers. It has been spent. men, wnere c it must have gone to the electric light plant. Why? From the above coat of running the oiant is to be taken the sum of I2823.0S, amount derived from the plant, which makes the actual cost of the electric light plant to the town of Scotland Nerk $410129 instead of f560.08 as set forth in the statement rendered by the Bard ot Town Com missioners to the citizens of Scotland N'eck. If our conclusion be right, and we invite discussion, then the citizens of Scotland Neck are burdening them selves with excessive taxation and the benefit they are deriving consists in having our streets lighted with elec toicity on the average of two and one half hours each night during the year. E Iv Travis, chairman of the county Democratic Executive Committee, called tho con vention to order. He requested Mr. 1). E. Stainback, editor of the Roanoke News, and Mr. Haithcock. editor of the Littleton Times-Herald, to act as temporary secretaries, and E. E. Hil liard to act as temporary chairman. ' By motion of Hon. W. E. Daniel the temporary organization was made permanent and Messrs. Stainback and Haitbcock were permanent secretaries and E. E. Hilliard was permanent chairman. The chairman at once announced the convention ready for business. Mr. Travis presented a list of the precints with votes to which each pre- j A. E. He left Robersonville and went home, sent his wife to her father's at Gold Point, took half pint laudanum, some morphine and whiskey and then told his aunt what he had done.
