IS The trip of the President and the Governors of the Mississippi States oi no iiuiesigmncance to the business men of our country who are con 0r Waterways ceraed about freight rates. It shows that the country is determined to have cheap means of transportation at whatever cost. When deep waterways have been effect ed, wherever possible, the railroads will; perforce, lower their rates. Our government has the right to regulate rates; but there is much to be con- J ii ... smerea oeiore a radical change can be made. Circumstances in different communities cause variations. No doubt this agitation will lead to many new ways, and thus create circumstances which will do much to precede government intervention. The writer overheard a conversation some days ago between two drum mers, from Virginia, but travelling in this State. Speaking of hia busi Nsrtb Carolina's Indnxtrlai ness' one them said there is a much larger DCYelOpmWlt. per Cent of Dusine8S done m this State than in his own, that although Virginia's five principal cities have more people than the inhabitants of all our towns together, yet, here the growth is general and symmetrical. This is true. One who travels at all can easily realize that we are under the quiver of a great in dustrial advancement. It has awakened our oldest towns, built new ones l jii-h . ' pianiea sun more, ana is arousing every little village. - The growth is not iuick and abnormal, but permanent; for wherever buildings are being erected, m village or city, they are substantial. In the new dawn of political morality, which means straightness in the course, honor, simple truth, and devotion to the welfare of those whom an official represents, we know of no one who is a more cheering example than the Governor of New York. What he does is right. What he says is bold and wise rhe cobwebs of 'political polities' are brushed aside in his unencumbered process. The country more and more, apparently, begins to watch. The more it watches, the better for the country."- -Collier's. "In the new dawn of political morality" it becomes us to look around and see if the lame qualities which so much become such men as Hughes and Glenn are found in our local politicians. In this day we are prone to discuss the qual ities of men who are at the top, and forget the defects of those right around us. The little things should first be considered. If we attend to the things right around us, the greater will be thereby affected. We are on the entrance to another campaign. Let the people have an eye to the qualifications of a man before they raise him to office and power. If an officer is unscrupulous and of low morals, we cannot hope to have a good administration. Let us select men "who dare to do right." 3 'MM PARKER'S HAIR BALSAM Cleuuef and Vrantiflc. the hall. Ppunotc . luxuriant ffrowth. M&vrr Pail to Bestor. Otay liM.' to no xcuiniut to.or. THROAT AWD LUNG TROUBLES. SaANTBED SATI8FA0ZOK1 Rats Legislation. The October number of the Merchants Journal has the following in re gard to the effect of rate legislation on the industrial development of the South: "It i3 hardly to be conceived that the agitation of great corporate interests in their relations to State or Federal Government, can retard the industrial devel opment of the South. It is history that the greatest of economic move ments have not stayed the onward march of the world's progress. In the iight of such precedent it is hardly believable that any economic problem ?an materially hinder the Smith's industrial momentum." It seems to us chat this is the sensible view. All great political and economic movements we the culmination of years of agitation and growth. They start as the mall mountain stream, but as the years go by they gather volume until they sweep everything before them. It is as useless for individuals to at tempt to retard them as it is for the small boy to dam the turbulent stream. They may be hindered for a moment, but they finally burst forth and rush on with increased momentum. History shows that all great changes have met with opposition and incredibility;but in each case a gradual growth has had its culmination in final and overwhelming success. Thus it will be with our present rate movement! "You can't fool all the people all the time." "Dr Richard H. ILJl'hurracnd, in The Cotton Journal.) Since the rapid decline in prices of cotton started several weeks ago I have been watching developments closely to try and find the cause. . Notwithstanding the fact that 3ome mills or spinners are badly in need of cotton, some having closed down for lack of supply of raw ma terial, I find that they (that is the spinners) have entered into an agree ment with the bear element of New York to the effect that if the spinner would stay out of the market and not buy any cotton 30 uays the bear would put the market down so that the mill men could, buy cotton or "contract cotton" "cheap." The spinners have lived up to their part of the contract and we see the re sult. Last year this time the spinners were buying cotton at any old price" and we know they need cotton now worse than they did then. The last two weeks' experience should be an object lesson to every " cotton planter and convince him that he has no friends unless he holds his cotton. You ask me why I know there was a mutual understanding between the spinners and the bears? One of the main reasons is some of the large mills who are known to be short on stock have been offered cot ton for less than the market price and invariably the reply comes back, "Not in the market." it there ever was a time that a southern man should show his loyal ty to the south it is now. Hold your cotton! ' Sherman's army did not do half the damage that New York bears and their followers are doing every year, and yet the south rose up in arms against one evil, and a great many sons of the dear old men who died for the "cause" are sitting serenely down and letting these Shy- ocks rob us of hundreds of millions of dollars.' "I sincerely trust 'that the convention of spinners, planters, etc., to bo hold at Atlanta will ac complish great good. After all the cotton planters will find that his only. 'safeguard" is in organization and holding cotton as fixed by the South ern Cotton Association. The Sun Is Always Shinto. (From The Young Catholic Messenger.) When'you go to gettin' troubled, an' the world seems upside down, When misfortune stares upon you with an awful-lookin' frown, There's a cheerfulness in knowin', when its dark for me an' you, That the sun is always shinin', an' the sky is alway blue. When the clouds appear the thickest an' the daylight seems with drawn, An' the hopeful joy o' livin' seems to be entirely gone, Just remember, when the darkest, just a little distance through, That the sun is always shinin', an' the sky is always blue. So there ain't no use in f rettin' at the hardships that we meet, For the birds are still a-singin', an' the flowers are just as sweet; An' behind the deepest shadow there's a heap o' promise, too, For .ti e sun is always shinin', an' ti e sky is always blue. AND Sl.OO. A a AAAA m a A A AAWXX X KKX J 8 (Christain Sun.) Had you taken time to observe that there is shame, if not scorn and disdain, for the fellow who dares to take a drink in a public place these days? Time was, and not long ago, when at a hotel, or a railway car, one did not hesitate to pass around the bottle and fill the air with the unhallowed perfume of strong drink. You do not see that in our times much. We have come to better things. This writer was at a lunch counter in a railroad hotel recently when a very courteous and courtly dressed fellow drew his bottle and requested a glass with ice water. "Will you kindly go to the ante-room to drink, please?" the clerk graciously re quested. "No, I am not ashamed of this place to drink in," retorted the bacchanalian. "But, my dear sir, we of the place are ashamed of you is the trouble," replied the clerk. And that wa3 the center shot. The fellow took his drink, bowed himself out of the place amid the shame and scorn of the. spectators, while the clerk was commended for his courtly and courageous deed and manner. 'We are ashamed of you," is the hotel clerk's and the public's verdict against the man who flaunts the fact that he loves the bottle and is not ashamed of it. This is well. If a man will drink, i3 fully determined upon that sort of thing, let him not flaunt that fact to the public these times. It is not good for him. It is no longer considered the "big" and manly thing to do. The biggest and manliest men are letting the fool stuff alone. New Arr&ngement of tne Stars. (Wilmington Messenger.) There will soon have to be a new arrangement of the stars in the field of our national flag. As every one knows; the present national flag con tains forty-five stars one for each state in the union arranged in six rows, with seven and eight stars in each alternate row. When the forty sixth star is added, on coming into the union of the state of Oklahoma, the present symmetry of arrange ment. must necessarily be destroyed.. SomeboJy's ingenuity. will be taxed to devise a new plan for the flag's fi !Ld which will make it as symmetri cal as the present. OUT OF SIGHT.
