Pile The Halifax An act to authorize the commis sioners of Halifax county to submit to the voters of the county the ques tion of issuing bonds to make and improve the public roads of said county. The General Assembly of North Carolina do enact: Section 1. That the board of commissioners of Halifax county be and it is hereby empowered to sub mit to the voters of Halifax county at such time or times as in its dis cretion it may deem best, the ques tion whether said county shall issue bonds in the sum of three hundred thousand dollars writh interest cou pons attached, the proceeds of which to be used in grading, improving, macadamizing or otherwise surfac ing the public roads of said county. The said board of commissioners shall, for at least thirty days before the election, give public notice of such election, together with the pur pose thereof by publication in one or more newspapers published in said county: Provided, that if a majority of the voters of said coun ty shall not vote to issue bonds at the election so held, said board of commissioners may submit the said question to said voters at any other time or times under the regulations hereinafter set out. Sec. 2. That any election under the provisions of this act shall be conducted in the same manner as is now, or may hereafter be prescribed by law for holding elections for the General Assembly: Provided, how ever, that the said board of commis sioners shall appoint the registrars of election, the judges and inspec- tors and any other election officers, livering any of the bonds sold by and registration and challenge of . the provisions of this section and voters shall be conducted in the ' under this act, the chairman of the Fame manner as is now or may here- good roprte commission shall apply after be provided for the election . to the custodian of the seal of Hali of members of the General Assem- J fax county, whose duty it shall be bly, and said county commissioners: to affix said county seal to the bonds may or may not order a new regis- so sold, and no bonds shall be of any tration for any or all of ..said elec tions. The vote shall be counted at the close of the polls and returned to the said board of county commu sioners on the Thursday next fol- lowing the election, and said board shall tabulate and declare the suit of the election, all of which shall be recorded in the minutes of said board of county commissioners, and no other recording and declar- ing of the result of the election shall : be necessary. Sec. 3. Thfct at said election or elections the ballots tendered and cast by the voters shall have written or printed upon them "For Good Roads Bond Issue" or "Against Good Roads Bond Issue", and all electors who favor the issuing of said bonds shall vote for good roads bond issue, and those opposed to the issuing of the bonds shall vote against good roads bond issue. Sec. 4. The said bonds shall bear a rate of interest to be deter mined by the board of commission ers, not exceeding five per cent per annum, with interest coupons at tached, payable semi-annually dur ing the time the bonds shall be run, with the principal payable forty years from their issue. Said cou pons shall be payable in standard currency of the United States at the office of the county treasurer of Halifax county, in the town of Hal ifax, North Carolina. Both bonds and coupons shall be numbered con secutively, beginning with number one, and both shall be signed by the chairman of said board of commis sioner and countersigned by its clerk, and each bond shall be au thenticated by the seal of the coun ty, and they shall be styled Halifax County Highway Improvement Bonds. Sec. 5. Immediately upon the preparation and signing of said bonds, the said board of county commissioners shall turn over to the chairman of the good roads commis sion hereinafter provided for all of said bonds, without the county seal having been affixed to any of them. The good roads commission ihall have the power to advertise and sell any . or all of said bonds, at such time and place as they may deem best, for the purpose of raising a fund with which to construct and improve the public highways of said county as aforesaid, the expense of such advertising and selling or other necessary expenses in regard there to, to be paid out of the fund arising from the sale thereof. Said bonds shall not be sold or dis posed of in any way for less than their face value, nor shall they or their proceeds be used for any other j purpose than those declared by this re-'act: Provided, however, that the j purchasers of said bonds shall not be required to see to the application of the fund. Said bonds shall be num bered consecutively and the coupons attached and issued with them shall bear the number of the bond to which they are attached. The bonds and coupons shall state on their face when they are due and where paya ble, and the bonds shall show by what authority they are issued. The good roads commission shall record all their proceedings in respect to said bonds in the minutes of their meetings, and whenever the same are sold the number of bonds and their denominations, to whom sold, and the number of coupons attach ed. Said minutes shall always be open to the inspection of the board of county commissioners. Sec. 6. When any of the bonds provided for in this act are sold the proceeds of the sale shall be turned over to the treasurer of Halifax county, and shall become part of the good roads- fund hereinafter provided for. Said treasurer shall, : annually, before any fund provided for in this act is paid over to him, execute an official bond, payable to the county of Halifax, in the usual form, the penal sum to be equal to the greatest amount which may at any time come into the hands during the succeeding year, conditioned for his faithful safekeeping of the same and in all things holding, disbursing and accounting for the same as re quired by law, which bond shall be passed upon and received by, said good roads commission if the same ia satisfactory to it. All orders di rected to the treasurer for the pay ment of money under this act shall state on their face that they are good roads orders and to what ac cjunt they are chargeable, and they shall be signed by the chairman and secretary of said good roads com mission. If the said treasurer give3 an un dertaking or official bond in a bond ing or surety company, then the said good roads commission are hereby authorized and empowered to pay the premiums charged there for out of the said good roads fund. j The said treasurer sh?ll receive no commissions out of said good roads or other fund arising from the pro- ' ceeda of said btmda. Sec. 7. In case the election shall be in favor of issuing bonds as afore said the board of county commis sioners shall levy annually the first Monday in June a separate road tax for the county on the one hundred dollars worth of property of not less than twenty cents nor more than thirty cents, as recommended by the board of road commissioners, the subject of taxation and the levying of taxes to be the same as those on which the board of county commis sioners are now or may hereatter be authorized to levy taxes for gen eral county purposes. The taxes so levied shall be collected as other taxes and the same shall be a sepa rate fund to be applied, first, to the interest on the bonds, second, to the creation of an adequate sinking fund for the redemption of said bonds, third, for the maintenance of the roads constructed under this act and for the dirt roads. The sinking fund shall be held by said board of county commissioners in special trust for the payment of the bonds issued under the provisions of this act and neither the principal there of nor the interest thereon shall be used for any other purpose. The board of county commissioners shall manage and invest the fund at their discretion, until paid out for the redemption of the bonds sold under authority of this act at their matur ity. The balance of the fund raised by the annual road tax, after paying the annual interest on the bonds and setting aside the sinking fund, shall be paid over to the treasurer of the road commission and become a part of the good roads fund to be expended for the maintenance of roads. The said good roads com mission shall use the funds derived from the sale of said bonds only for the construction and improvement of the public highways in said coun ty, and not for the maintenance or repair cf the highways of said county. Sec. 8. If the majority of the voters of Halifax county shall vote for the good roads bond issue, then, in that event ail laws or clauses of laws allowing compulsory labor upon the public roads of said coun ty, except after conviction for crime, are hereby repealed. Sec. 9. If any act shall be passed at this or any subsequent session of the General Assembly authorizing the State to loan money to the coun ties to aid in building or improving public roads, taking county bonds as collateral for said loan, then the board of county commissioners of Halifax county are hereby author ized and empowered to avail them selves of the privileges and benefits of any such act. Sec. 10. All laws and clauses of laws in conflict with this act are hereby repealed. Sec. 11. That this act shall be in force from and after its ratification. Don't waste your time swatting flies this summer unless you have your house well screened. Fly swat ters are a refinement to be used only in houses or room3 where all the doors and windows are screened. Fly swatters are merely a finishing process a matter of refinement, if you please to be used in a well screened room or house where there are perhaps never over a dozen flics. For kitchen windows, v. here it is rarely necessary to open or close the shutters, there is no better way of screening than by means of mosqui to netting tacked to the outside of the window frame. Mosquito net ting will usually last an entire sea son, and it does not interfere in the least with raising or lowering the windows, or with the inside shsdes or blinds. Of course, if you have the money, there 3 no objection to getting made-to-order screens to fit all the windows, but they will ccst from $1.00 to $1.50 apiece, against 15 cents for the mosquito netting. In September 18G6, the average rainfall in Ohio was 9.67 inches, which represented 6,900,233, 327,177 gallons of water that fell during t he mont h . The place of the greatest record rainfall is Cr-erra Punji, Assam, India, where the av erage is about 500 inches a year. In 1862 the rainfall there was about 905 inches. At Helen Mine, Lake county California, the rainfall during the month of January, 1909, was 71. 51 inches. Rainfalls of 8 to over 10 inches in one day have occurred in the United States. The rainfall for the whole globe, including both land end water areas is estimated to be about five feet a year. In the eight great corn slates in the United States an increase of one inch in the rainfall at the critical point makes an average increase in the value of corn amounting to $180,000,000.
