London, July 27. (Passed by
the censors) This is not a cheer
ful message but is believed to be
necessary that America may know
how Englishmen feel during the
closing days of the third year o
the war.
It is a .regretable fact that nev
er since the retreat from Mons
has gloom been thicker than to
day on the London streets, in the
clubs and homes, and even among
some governmental officers.
The immediate cause is of course
Russia's sudden reversal in form
after a totally unexpected but
spectacularly successful offensive.
Secondly the suspicion is pre
valent that there has been no ap
preciable reduction in the subma

The third cause of disappoint
