Washington, July 27 Smother ed with questions about every con ceivable angle of, the draft the provost marshal general's office! has announced that those m doubt must ask their local exemp tion board and not write to the Washington headquarters. The local exemption boards will refer to the governor of the state all those question they cannot themselves answer, and fithe gov ernor is unable to give the answer he will ask the provost marshal general for a ruling on the spe cial question. No requests from individuals, or local boards, will be considered unless sent through the governor. Multi plication of the government's pay roll and excessive industrial acti vity to fill war contracts are res ponsible. To meet the emergency the treasury is restricting the allow ance of small notes to banks to the number of ' 1 unfit" bills brought in for exchange. 'Phone message from Mr. H. D. Allen, river guager, at Weldon, stated that the river was 26 feet at noon today, and was rising at about two inches per hour. At 8 o'clock this morning the river did not seem to be rising very fast, but since that time it has been rising faster approxi mately two inches per hour. A telegram received by Mr. Al len this morning from Raleigh gave the estimate that the river at Weldon would be 32 feet by Sunday morning, which is two feet out of the banks.
