It appears that the commission was appointed for the purpose of investigating the causes of the industrial unrest which' has recent ly manifested itself throughout Canada. The report states that many employers agree with the workers as to the need of changes in the basis of indus try, but that there is a difference of opinion as to the best meth ods for accomplishing the desir ed end.
