The acceptance of the peace terms by Germany did not write "finis" to the story of European unrest , but it has brought one of the ugliest chapters to an end. It is, therefore, but natural to adopt a retrospective attitude to ward, that part of it. In the heat of the dispute there has been the inevitable buncombe on both sides- That the German army was equipped and organiz ed during a period of ten years before the war for the purpose of subjugating the wofrld is per haps an exageration. Germany maintained an enormous army principally because she lay be tween two hostile powers Rus sia and France. There were o ther reasons, but this was plainly a compelling one. Equally absurd, however, is Germany's contention that the war was forced upon her. It is waste o time now to recapitu- ate the incidents which imme diately preceded the four years struggle. Germany proKroked the war. She declined to refer dis puted points to arbitration when entreated by the powers to do so. She must bear her full respon sibility for her act, in the hope that the severity of her punish ment will prevent any recurrence of such acts in the future, either on her part or on the part of any other nation. One of the most clear headed and illnminatiner comments 'on the subject was lately was made by William G- McAdoo in an ad dress at the Methodist centen nial exposition, in which he said . It is fairly evident that they are going to be large But the farmer can not eat his own wheat. Not all of it. These are fairly elemenary truths, and we would apologise for expressing them if, they ap peared to be universally known But they , do not. They don't seem to be appreciated at Wash 8 ington. Wheat is not of much use to ' the consumer if it can not be transported to him. And the rail roads do not at present look as though they could do it. Then how is it to be carried? In air planes ? The banks have been preparing to finance the moving of the crops as they do each year; but just now it looks as though fiscal ad justments were going to be held up. The railroads seem unable to say anything definite about J-T j. A lue prospect oi repaying any loans.
