These develop ments are not, all of them coupled with some very serious strikes, to cloud the situation, but it is felt in some lines that while a possible countrywide steel works strike impedes, the outlook is not so disturbed as it I was one or more weeks ago. Of developments it may bfc 'siiMthat past and current labor disturb- ances and the country-wide cam paign for lower prices have had a slightly more perceptible effect upon trade in wholesale- lines and in retail trade, where local strike troubles, as in Los Angeles. Pittsburgh and some other cen ters, have operated to tie up lo cal trade for the time being." "It Most Have Been Destd at Least 6 Months But Didn't SmelL' ' RUB IT ON mm will nor siAin mc ocmis " Appearing befjore the House Interstate Commerce Committee William Jennings Bryan advo cated a "dual system" for rail road management, under which the Government would own and operate one large trunk line, reaching into all the States while the various sijates would own and operate the portions of roads within their own bounda ries. One "advantage" of his plan, Mr. Bryan said, was its economy. To purchase all the railroads would cost the Gov ernment between 18 and 20 bil lions while it would cost only 4 billions to purchase one great trunk line. Another advantage was that the States would realize their own needs better than thty would under complete Federal control. The forty-eight States, he said, would be "forty-eight experimental stations. ' ' Mr. Bryan expressed himself as seeing much good in the Plumb plan. " Speaking of that plan he said : "I do not care to express a full opinion of it. I agree entire ly with the fundamental of) Gov ernment ownership. I do not think it unfair that the 2,000,000 employes should have a represen tation of one-third on the Board of Directors.
