Representative Good of Iowa, Chairman of the House Select Committee and the Budget, said that, if the United States is to pay off its big war debt within the next fifty years, strict economy will be necessary. He said further that Government appropriations should be kept down to not more than .$4,000,000,000 per annum and advocated the budget system as an essential means of holding down public expenses. Mr. Good's speech was made during a discussion of the pending bill for the establishment of a budget and independent audit of Government accounts, and it is significant and gratifying to note the fact that there seems to be little disposition on the part of members of the House to oppose the measure. In fact leaders of both sides spoke in favor of the legislation. The only part of the bill which is expected to meet with opposition is that which provides for a Comptroller Gen eral of the United States to be ap pointed by the President and to hold office for life, subject to re moval only by a concurrent reso lution of both Houses of Congress for neglect of duty, inefficiency, or malfeasance in office.
