THE ARMAMENT CONFERENCE TUESDAY, NOVEMBER 8, 1921 ARMISTICE DAY Have the people forgotten the extreme feeling of Thanksgiving they experienced when the word was "flashed over the wire the eleventh day of November, 1918, that the armistice was signed and the fighting ended? The President of-the United States has asked that this day be Delegates from all the larger nations of the world are gather ing in Washington for the confer ence to consider reduction of arm aments and any other questions which may come before the con ference. This is one of the momentous meetings in the history of the world, and the greatest by far ever held in this country. The results of this conference will have a great bearing upon the fu ture destiny of the world, for whether great reductions are made in armaments, new align ments are bound, to be the result. The world is now in an economic chaos and is still in a period of adjustment ; the people are over burdened with taxation; poverty is stalking the earth like a plague and no one knows what the fu ture may hold. That there is a crving need for a reduction in expenditures for 'armaments there can be no qp.es Jtion of doubt when one will con jsider thai in 1912 the United 'States appropriated $244,177,000 for its Army and Navy, while the appropriations for 1921 aggre jgate the staggering sum of $1, j 422,752,000. Eighty-eight and 'four tenths per cent of total ap propriations for the fiscal year 1921 went to pay the costs of past wars and to prepare for fu ture wars. The peoples of the world must make themselves heard at this conference so that there will be no juggling of issues and com promises to effect this and that thing. What the world wants is an assurance that these enormous expenditures are cut down and thereb'the chances of future wars immunized to just that ex tetent. There must be no secrecy in these meetings. The doors should lemain open so that the public may have an opportunity to hear and be heard. That is the only assurance that the sen timent of the world will be behind the conclusions reached. Secre cy is the instrument of the devil and if there are dealings and trades behind closed doors, and the public is excluded, the same old course of secret diplomacy will be run. Liberal opinion throughout the world is 'demand ing that it be heard through free, open and intelligent discussions, and that is the only assurance that the .world will be safe for democracy, and that the conclu sions reached will be based upon public sentiment and thereby be made enduring.
