KITCHEN AND THE SOLDIER BONUS When the soldier bonus bill which has recently been passed, was reported to the House, Claude Kitchin, as ranking min ority member of the Ways and Means Committee, wrote the minority reporj on the bill a full copy of which we have. In tnis report the minority stated that "Ave believe and in sist that the amount of money congress concludes is justly, due the veteran, should be paid in cash on demand, and we protest against the veteran being given, as is provided by the pending bill, a 20 year due bill, or as the Comptroller of the Curreiiej' calls it a rain cheek, which con gress, by the bill, confesses that the government justly owes him The report further states: ''"Vye favor and insist that what ewer kind or sort of bonus or adjust ed compensation Congress shall deem justly due the. In a prepared article Mr. Kit chin shows that areal premium is offered corporations to profi teer. He cites, for example, that V-;300,000 corporation 4hat has been earning 8 per cent will pay $950 more tax under the Ford-, ney law; but if it will profiteer to the extent of 2 per cent, that is, increase its earning to 10 per cent it will decrease its tax bv $60, as compared with the old law making a difference in its favor of $950 plus $60, or $1010. Again a $10,000,000 corpora tion, earning 8 per cent will pay $19-950 more than under the did law; but if it will profiteer to "the extent of 2 per cent, and thus'' increase its earning -to 10 per cent, it will pay $10,510 less than under the old law; an - therefore by profiteering to the "extent of 2 per cent it will effect a saving of $30,460. We believe with Mr- Kitchen, 'that if Congress feels that it owes the service man a just amount of compensation and it is its-desire to pay the obligation, it should be paid in cash and not through these "pawn shop" certificates; and we further believe, with him that the money should be raised through a tax on the millionaire and monopolistic corporations of the country who have been, exempted through ..the Fordney Tariff bill.
