A Few Thoughts upon the present state ' .' - ' of our Country. ; Tlie startling fact U before. that a perfect bond of Union among the United States of Amer ica no longer exists. Waiving any renwks as to the right of secession, which t do not con cede toanjr State, South Carolina j Georgia, Flor ida, Alabama and Mississippi, are all out of the Union, by acts of rebellion against the Federal Government, by an officially authorized seizure of its property. That Texas and Louisiana will soon be with them, no one can doubt. Howev er we all may regret this, the time for idle regret is past, and the enquiry is forced upon vs. "what will North Carolina do ? . ; A proposition has been agitated, by which the Border Slave States were to unite with certain il year, 30 CO JHT Contract by the year made on favorable I 0f the more conservative Northern States, and Ten linea are counted awoare. and fire lines or form. a " Central Confederacy ; but this plan, Jew, half square. I assume that this plan is not the one for North Carolina. that it is not her interest to go into it. . . As matters' now stand, there is great prospect that ere long a bloody war will be commenced uiai a large majority of the people of North Car olina will side with their Southern brethren, I have no' doubt. In that case, we shall be drawn into the whirlpool whether we will or not, and hence, i3 it not best that, we should launch our ship on the waters before the storm commences, that we . may learn iH courses and currents, thereby enabling us to weather the stoslli, if it comes, and perchance to aid others to a haven of safety?. To remain in the Union is forever to give up all power to the Black Republicans; were this the. worst it would be comparatively a small matter but to ! remain in affiliation with the Northern States at thi3 time, is to give in adherence to the doctrine of coeccion to consent' to make war on those who are bound to us by every tie, for tho bene fit of those who would willingly see our slaves burning the dwellings and taking the lives of their: masters. I do not say that such is the wish of all, or even a majority of the Northern' people, far from it, I know tliem well, and many are there true to the interests of the South : but the enforcement of the doctrine of coercion upon the seceded Southern States, will be a triumph of the ultra-abolitionists. I am not now in favor of a dissolution of the Union, but it seems im possible to obtain such! concessions from the North as we desire. Hence, having stuck to the good old ship until, by reason of corruptions in its structure and unskilful management of its officers, it is off the beaten track, and is rapidly going to pieces, I see no 'course left but to aid those who are constructing a raft, "that by our efforts it may -be made stronger and be better managed, and thereby reach a safe and peaceful harbor. ' When I address the people of North Carolina, I am aware that I speak to a population which is largely in favor of the Union, that is, they are in favor of the Union of these States supposing that all affairs are to go on- peaceably, but I am sure hundreds of them have not for a moment thought that, by sanctioning the cOurse ofMr. Buchanan and still holding themselves in gov ernmental connection with the Northern States, they are in effect declaring war upon South Car olina, Georgia-, Alabama," Florida and Missis-' sippi ! This is plain enough for any one's un derstanding. If the Federal Government com mences war upon those States, .North Carolina being a part of that Government, also is at war with them and her territory i3 likely to be in-. vaded by their soldiers, her towns burned and her fields stripped of their grain. Thus she will become a battle-ground for the contending arm ies her borders a sort; of '-'ring" where they will s4pit" their forces for the stmsrerle. Iden- tical with this will be the position of Tennessee. Their neat toAvn?, fertile fields and lovely vallies will become a desolation and a waste. . , . ' With your permission, Ir Editor,' I shall ere long continue my thoughts upon this matter, in which I shall endeavor to show that the Union of the Border withthe Cotton States will bring peace, and why it should, and how it may. Its foundations were laid in 1CT2 ; it was then called Oyster Point Town, afterwards New Charlestown. It is located on a peninsula, washed by . the waters of Cooper and Ashley rivers. The harbor is spacious and secure. The bar has some obstructions, . but there are four channels with different degrees of depth : the ship channel between Forts Moultrie and Sumter being the largest, and affording seventeen feet at high water, and ten at low. It3 hrst exports were staves, lumber, furs, peltries, considerable quantities ot rice, (hrst planted m 1693,) to which were added, in1747, indigo, in 1782, to bacco, and in 190, cotton. ' In 1723, the foreign import of Charleston was 120,000, over hall the foreign import of 1845 The export of the same year was, in irice alone. 26,468 barrels. In 1744, two hundred vessels .were laden at its wharves. . Shipbuilding, which was at one time carried on to some extent, has nearly ceased, and but fe w are owiied in the city. The revenue collected on the ! imports of Charleston was very nearly as large under the light tariff of 17tj9 as under the high one of 1842. From the commencement of the Federal Govern ment up to 1825tthe revenue collected amounted to S22,337,381. In the year 1860, the imports yielded a revenue 01 auj.Biz : in 1B48. tliev yielded a revenue of only 324,468: This de crease in imports has been more than counter' balanced by the' increase in exports . In 1744. the exports amounted to 161,365 sterling . in 1848, they amounted to 58.084,917. The white population ot Charleston in 1790 was 8089; slaves and free coloured, 8270; in 1843 it amounted to 14,187 wnites, and 12.264 slaves and free coloured.
