The inquiry for Western and Stat flour is quite light and with liberal arrivals prices of the low and medium grades are 5c a 10c easier; family brands are lower, and nrioes very irreeular; sales at 87 65 a 8 for superfine; $8 40 a 8 85 fop extra State; $8 60 a 8 80 for for fancy do; $8 25 a 8 50 for the low grades of Western extra; $8 80 a 9 for shipping Ohio; $9 10 a 10 75 for trade do, and $12 90 a 16 90 for St Louis family brands, old wheat. Canadian flour is firm and less active. Southern j flour is less active and easier, at 9 20 a 10 20 for common to fair extra Baltimore country, and 10 30 a 15 75 lor trade and family do. Rye flour is dull, though the suppiy is ood; sales at $6 a 6 75. Corn meal is heavy. Buckwheat our is mild at $4 80 a 4 85 per 100 pounds. WHISKEY. The market is firm and the demand fair;' sales at (2 33 a 2 34 for State, and $2 34 a 2 35 for West ern; Southern is lees plenty. GRAIN The wheat market is fairly.active and rati. er easier, particularly on common qualities; the demand is chiefly for milling; sales at $1 67 a 1 70 for unsound spring; $1 75 a 1 82 for Chicago spring; $180 a 183 for Milwaukee club; $1 83 a 1 85 for amber do; 2 45 for am ber State; $2 65 a 5 75 for white Michigan; $1 95 for Ca nadian club,' and $2 80 for white Canadian. Barley Is in active and heavy. Oats heavy and less active. Rye is dull heavy nd nominal Corn is quite heavy; sales of unsound at 90c a 94 l-2c; Western mixed at 95 l-2c a 97c, the latter rate for choice in store; Jersey yellow at 95c a 97c. PROVISIONS. Pork continues in brisk demand, and prices have advanced; sales, cash and regular, at $27 50 a 28 75 for mess, closing at $28 12 l-2c. Beef is firm and in demand, at $12 a 12 50 for plain mess, and $14 50 a 16 75 for extra do. Tierce beef is Arm and in fair demand. Beef hams are dull and heavy. Cut meats are nominal. Bacon is in demand, but prices are heavy. Lard is dull and nominal. THE UNDERSIGNED proposes to publish, in JL the town Of Wnrxtfn& toouli the 15th of December, a weekly newspaper, to be eallect "The Southern Freedman," -As its name indicates, this journal will be devoted to the interests- of the four mlllionsoi colored Dreedmen ; now; mi the south, and who are without 'influence, property or knowl edge to avail themselves advantageously of the boon which government has . conferred npon them. - From the circumstances in which the close of the rebellion placed the blacks it is not , expected that they will bCable at present to support successiuiiy a weekly newspaper ; because they, are - not yet a reading people. They do not yet understand the true nature of their freedomJ -and are therefore exr. posed to imposition and deception from designing parties. The undersigned, however,' hopes by disj charging his duty as a public journalist. faithfully to the white and black; races, to merit a share of the patronage of all philanthropists and christians both north and south. Laboring among the blacks for a number of years as' a minister of Christ, and having had the honor also of being for some time an agent of the Bureau of Refugees, Freedmen, &e., he nopes to De aoie to conduct ms paper in such a manner as may in the Providence of God conduce to the well-being of both races. The undersigned being himself onsrinallv from the north, and holding his ecclesiastical connection with the old school presbyterian church in that section, he is well assured that he can accomplish much in behalf of the true elevation of the black race. He is aware that he possesses the confidence of the black people of this section, and as his sole aim has been to do them all the good' in his power, in the past as well as the present and future, he ow throws his lot with them for weal or for woe. The Southern Freedman will be a religious as well as a secular paper, and will therefore espouse the religious as well as the secular rights of the race; regardless of denominational . lines. In the discharging this duty it reserves to itself the right to discuss all religious and ecclesiastical move ments that may take place in the south or else where, having any bearing upqn the rights of the people whose organ it professes to be. It will let no opportunity escape to promote the true inter ests of this people. Avoiding constantly every eutopian and impracticable scheme, it will con fine itself to whatever is practicable, wise and wholesome for the moral, intellectual and social elovation ot the black race. . The Southern Freedman will be emphatically the black man's paper the negro's own family journal and we hope it may after awhile become read and appreciated by the more cultivated whites. At all events the undersigned believes that it will promote tne interest ot every employer or black men itfthe south to have this paper circulated and read among their employes. lhis paper will be entirely independent ol any political party of organization, and also of all re- ligious denominations, north or south. Its mission is to the African on this continent regardless of parties or churches. It will, however, give all proper upport to the Bureau of Freedmen, and strive to facilitate in every way within its reach the successful workings of that benevolent and praiseworthy institution among the blacks. At present the paper will be published at the following rates for subscribers : 8ix months S2.00 Twelve months 3.00 Strictly in advance. No subscription will be re ceived for a less period than six months. ' At present subscriptions will be received at Whitaker's book store, in the town of WUming- ton. ' The Boston Recorder, New York Observer, Philadelphia Presbyterian, Presbyterian Banner, and all other religious and secular papers at the north who are friendly to the cause of African welfare are requested to give the above prospectus the proper publication at an early day. 1 he papers of the state are also respectfully requested to do the same bv us, and as usual in such cases we will return the service in kind at some future day.
