The committee -recommended that no action be had on either of these subjects at present, but that these matters lie over to an adjourned session of tlie Convention. The committee asked to be discharged. ' Mr. Settle moved a suspension of the rule that the report might be at once considered. ' Subsequently, at the instance of jMr. Thompson, Mr. Settle withdrew the motion to suspend the rules, and Mr. Thompson nioved that the report be made the j special order for 11 o'clock, A. 31., to-inorrow, The President having ruled this motion motion out ot order, Mr. Settle renewel the to siisiiend the rules. This question, presented as it h'ad leen, bv the ordi nances of eleven States, and the right de'nied by the other States, had never been decided authoritatively by the. Mr. B. begged leave to read a few lines from the speech of General Slocum, delivered recently in the State of New York, whoc name had .been placed lefore the leople of that State, by the conservative, national party for an important office, the sentiment em bodied in wliich was almost in .words ahd in substance- the same with that declared in his resolutions. Tliat gentleman had declared that u the issue in the recent war was on the right of secession," and again the triumph of the government had decided the ques tion,'" and it will never again be made an issue unless we now voluntarily reverse pur decree." This view was in entire harmony with the principles of his resolutions,-declares a common ground on which national mm may agree, and declares the question as hav ing been settled by the results of the war. He. would take occasion to say that the gen eral views expressed in the speech! of that gentleman were, in the main, eminently lib eral ami honorable to him as a statesman, and presented a common ground on which patriots of all sections could stand, Mr. B. said that the passage of liis resolutions wouJd add strength to and re-enforce the ordinance to restore our relations to the Federal Union, and would aid our application for re-admission to the Union. He would not press the consideration of the question then, mt would leave it to be disposed of hereafter, ifjij should be the pleasure of the Convention :td take it up f(r consideration.
