Hence the - difference between the actual
number of votes cast and the nbmber of col
ored voters , registered. . The whites, with
few exceptions, declined. voting throughout
tlieState, thus showing, a "method in their
madness;" Their refusal to exercise the fran
chise reminds one of the parable -of "a cer
tain man who made a great Supper and bade
many" and as the distinguishea persons
whom he had invited failed to come, he sent
out and brought in "the poor and the maim
ed, and, the halt and the blind,7? and sat
them down aHiia least, saying a7that none of
those men who - were' bidden shall taste of
my supper." There were registered in this
city 3,491 white voters, anI of these but 68
voted, all but one and "he a United States
civil officerin favor of ar contention!
Twenty nine of the 68 are ex-confederates.
At the Florence precinct, out of .suveraBiun
d red white voters registered but three white
votes were cast, and those by, three ek-con-fed(?ratesj-
each of uhom lost an ami in the
rebel service. They have purchased their ex
perience dearly, and are resolved to profit by

Complaint has beenCnl'ade to - General
Canby that in one precinct in this city the
polls were kept open an hour after the time
designated ' tor closing them. This state
ment is correct, yet only one hundred and
six votes were cast after the time designated
for closing the polls,' and -they will not be
counted in the returns.
General Canby stated on the day after the
election that the colored citizens of Charles
ton have displayed an intelligent apprecia
tion ot ; their rights and 'duties , as electors

The convention will probably be convened
on the 1st of January,. if not sooner.
I am assured that General Canby will at
least double the number of polling places
before the constitution is submitted tor rati
fication. The present precincts rid polls
were designated by order of General Sickels,
prior to General Ca'nby's assignment to the
2nd military district. . ' J , ;
:The reports current abroad -to the effect
that the negroes of this State are armed and
brganizedfbra "war, of iaces". are . utterly
false. - Becedt personal observation through
out a large portion of the State' and diligerit
inquiry have satisfied me ? that no ' armed
organization of negroes exists iq South , Caro-;
-Hna. . On the contrary, the blacks are gene
rally unarmed, and quietly engaged in in
dustrial pursuits, while the wTiites generally
possess arms,-and, since the recent elections,
display even more than their usual belliger
ent temper. The recalcitrant spirit is un
mistakably on the increase here. ; The rattle
snake of; the ? South warms into : life and
snows his fangs with the first ray of sunshine.
Justice, however, demands that I should
state that many, of, the old secession leaders
of South Oarolina are sincerely disposed to
be generous ; and, should Mr. Johnson's
"policy" triumph, they will, urge him to issue
a proclamation granting amnesty to all men
who served in the Union army except ne
groes and those: whites who actually volun
teered. . ".''-
I should state; that the convention will
consist of about equal numbers of white and
colored members. . Dr. A. G. Mackey will,
by common consent' be elected to preside
over th& convention ; this pre-eminence ve
ins due alike to his greaik abilities and his
national reputation as the representative
