The Board then, on motion, went into au election to fill the vacancy on the Board occasioned by the resignation of James Wilson, Esq. Tbe names of Thomas M. Gardner and Daniel C. Pavis were olaced in nomination. Thrco ballots were had without re sult, each candidate receiving two votes, when the name of A. R. Black was stubstituted for that of D. C. Davis. Alter balloting again without result, the names of John G. Norwood and Henry Taylor, both colored, were suc cessively placed iu nomination, with tlie same result as- before. After amotion to adjourn bad been made and withdrawn, the Chairman submit ted the following report, which, as he said, was drawn up at the suggestion of the Board to relieve the present finan cial embarassments of the county : lo the Honorable the Hoard of Lhwty Ottnmise toner of Arte Hanover Conn- t'J- G EX tlcu ii : The undeisigucd most respectfully recommend to your honorable Board that, in order to re duce the expenses of-J.his county, the following resolutions be adopted : 1st. That the position of Clerk to tlie Auditing Committee be discontinu ed. 2d. That the exiieu.se of the County Poor House be reduced, by binding out, according to law, all miuors who arc now. or may hereafter be admitted into aaid institution. 3rd. Thatthe expense of the County Jail be reduced by hiring out. for the benefit of the county, all ersons con victed of any criminal otleucc and im prisoned in the jail; and all defendants i in criminal action who, by the judg ment of Courts, are made liable lor tbe costs of the prosecutions aud committed j by the said CourU. 4th. That the exenses of the out- j door poor be reduced bv appni tiling one ( member of this Pourd, who.-e duty It shall be to viit in H.-roii every out door pauper who receives assistance from the county and ascertain their condition, and lo make such recommen dations to this Hoard in regard to their monthly allowance as he may think jut and proper. skb. That no member of this Hoard shall be allowed to have any work done or labor performed at the expense of the county, unless such member be le gally authorized to do so by the Board. Gib.
