I arrirrC irxecn tonight of the 12th ad went ,odPnP OTer on8 carnival was held three years ago, but which now, along the most traveled thor oughfarea, ia somewhat rougher than an ordinary pine wood neighborhood road, including branches, fonla and puncheons. Th city waa excited by a great variety of anticipation, - chief among which waa the expected speech of Elaine. I did not hear cither one of the amnesty speeches, but no one could walk the afreet or stand one'niomcnt in the area of the great hotels without hearing of them. Altogether the occa sion waa a great one and will be biator ie. It was a parliamentary drama, which will be remembered" as, a,a era, long aClat.ib axterar deodt -lijalne, lUndall, Cox, Hill and Garfield will be longer remembered for this event than for any other in their whole lives. But Blaine was beyond all question the star actor. Perhaps no man oince Webster and Ilayne, in the whole history of our country ever bore off the palms amid a parliamentary triumph so magnificent, lie had been reckoned all along by us of th bouth as among the weak apincd Republicans on southern affairs. He hesitated and vacillated ou tiicculorce meut bill (ku klux), and he had openly nptoscd the f.rcc bill, while compli ments hr.d fallen s thickly around him from the independent pro sis to make his beat frieudi&liakc their heads. His first spetch broke like a bomb shell among friends and'opponent:, fill ing one class with gratification and the other with amazement and dismay. Cox lost his temper and played amies, even more vain than usual. Clever j cfatu Randall, al.-o lost his temper. strange to say, and tripped and blun dcrcd. But it was reserved for old Ben. Hill of Georgia, possibly as able a man as there ia in the House oi either party, to eclipse all raving like a mad man, losing under the inllucnec of violent pxssion and rage, all recollection of the restrictions piU uon Democratic tongues in thcc times and proclaiming openly from the high f. rum of the. natioa the purposes which the Democrats are hy pocritically concealing. Bkiinc's reply to Hill left him like a crushed gludia tor, foiled and humiliated. His Demo cratic friends, tome of ihciu frcah from tho.-c guhings at the north during the summer, scowled and held their brfath, and he was rurrouaded by faces disap proving 'his rash imprudence in utter ing boldly in open debate what they only uttered in the cloaod halls of their caucuses and in their past-prundial con sultations. Those who have been hibttitc cf Washington lor twenty years cannot fail to notice the changed aspect of things. From 1850, down to 1SCI, the south in politics and rociety dominated iu Wr-shington. The hotels were crowd- ld with MUlkcru people, and the old llrownV, now the Melroi tlitan4 then as 't,wi frtort of fouthcrcers, eontautly tecaicd with fashion and li;vi-h equipages. The wholj tone of m viety wasvMilhcrn. Then from lSfil to the present year they disappeared, and there was only seen n wca.-kmal wan.ifvc iut ihey have retcrncd. When it waa found that the Democrats bad tarried the House horde rushed to the ca ita! and tU.is vinter there are ten ou the mors ia'Waabington to oce of but year, almost all having come to seek tthr, or to "drive their pins" for the anticipated iVeaiccratic admin istration. And uth a crowd, as may bo cen aor day in the vcst.bule of the Metrop-olitaa! watchitx expectantly for tho roirance of otoe southern Demo cratic rren.ber, for wLcin tkey rush tko iottut the U.n door a lags on its nUelo hinge lean, lank, tkia-Jaced ikrrad-bare, aeedy a earicatar oa the lek, g'ovrd, boastful, dashing crowd livai the south which Il4 that space in In. 11 No oac can look upon the motley ervad bow ia Washington from the.et'i witheut bciageonTioetdof th L, t-i s uf iVlx; ccptrwl oftk naiifO u ilat rcxiosu Tb rpr Las depot ted frvwi ike wrH eked old oiigarcky wbwk ltd tk cttntrj to tko rrge of deLrvctioa, p;md iat tte kinds olkalb Ike lakoitg Winn, a ad lb Uilvevce f that vast pcpahitioo now ccatrol North America. But not one of the Sen ators holding proxies voted for Cincin nati. Only one Or two of the other proxies voted for Cincin nati. There are enough other signs aa to the Presidential candidates how ever. There will probably be nearly a dcien candidates before the convention on the -first rpte. It is not by any mean3 certain that any one of the gen tlemen now prominently spoken of will be selected, but all may be superseded by som,e comparativly unheard-of man, as Cass was passed for Polk, Buchanan for Peircc, Daniel Webster lor Taylor, aud Seward for Lincoln. Gov. Morton ought to have friends in lUc south, for no man has so clean a record on Southern quetious, unswerv ing.unflinchiug, unceasing, he has stood by the Southern Republicans when others faltered, in votes, and in many a thrilling and glorious speech After Bristow, unless Washburn e appears there are r.o other prominent candidates ou the Republican side. Of Bristow but little is said, but of him there is much thinking. His iutrepdity and aud ability in the administration of the most difficult Department of the gov ernment has given him the confidence of the country, and there is a strong but., not noi.-iy current ettingfor him. The Democrats in the House are on the whole making bdd work of the bus iness committed to them. Blaine's ful minations and the r-toming galleries sccni to have disconcerted them. They do not agree at all on the financial question, but they are dabbling with the Army and Navy, preparing to cut them down, while they ar only in differently supported now and, what ia worse, with our diplomatic service. That service is without doubt inferior to that of any nation of our rank and more poorly paid, pur merchants are losing constantly in all the western hemisphere. especially on account of the inadequate character of our diph malic service. There not a court in Europe where-our envoys get cuough pay to meet their excuse's if they sup port a ttylc comporting with the great ness and opulence of the nation v.hich they represent. And yet the present Democratic House- is proposing to cut down their emolument., as well as those of the ArmyTand Navy. This is neither statesmanship nor common sense, but is absurd demagogism. We must learn that wo cannot as a nation bo great withoq: paying for it, If we are to maintain our rank among the nations of the earth,' deriving advantages there from, we must meet th expense.
