C. .fervoss has held the position of City Clerk and Treasurer for the past eight years and during tbat Mmc he ha3 made many strong friends, and had civil service reform been the motto of the Demo crats he would have been retained. Mr. Scrvoss is in every way thoroughly competent, and no man can doubt his honesty. I his is a great usurpation of authority. The Legislature never intended to repudiate counly debt or auy rart of itf pro. vided it was honestly contracted. And the Board of Audit after .spending months investigating the matter, could find nothing agaiust any of the claims, but nevertheless they repudiate half ot the debt, and say to the claimant.-", you can take what vc o!!er to srive you, or nothing; which, to ay the lea-si, is a one-i crcd- very poor way to deal with itars. The committee on Streets and Wharves reported iu reference to the bridire across the railroad on Sixth street, whereupon, on motion of Alder man Foster, the matter was referred to Alderman Lowery to report at the next meeting of the Board. A resolution of Alderman roster, looking to the reduction of the police force, Ate, wa3 referred to the com mittee on Police. A communication from Capt. E. W. Manning, in reference to the tax on hotels, boarding hou-.es, &c, was re ferred to the committee on Finance. A communication from several city butchers, praying a reduetioa of the tax on private markets was relerred to the Finance Committee. On motion, the matter as to the hour of closing tue market on Saturday eve nings, was referred to the Mayor with power to act. Aldermen Buwden, Foster and Vol- lers were appointed by the Mayor, in couueetiou with himself, to act as a committee to open bids that have come into his hands, said committee to meet at the City Hall on Thursday after noon, at 1 o'clock, for that purpose, The Mayor was authorized to insure the present steam lire engines when their policies have eApired. The newly elected Board consisting of Messrs. James H. Chad bourn, il. B. Eilers, James Sprunt, D. G. Worth, D. MacRae, of Wilmington , and M. C. Guthrie and Edgar tirissom, of Smithville, met on Monday at-lJ o'clock a. m., at the office of Messrs, J. H. Chadbourn & Co., and were duly swoin in by his Honor Mayor Dawson. Mr. James H. Chadbourn was elected Chairman of the Board and D. MacRae was appointed temporary Secretary. The Chairman of the Board read tho present financial condition' of the Board, as shown by the report of the retiring Board, which' was found to be satisfac tory and it was resolved that the bal ance on liaud shall be deposited on ia- teres t in the Fi rot National Bank ot V U mington.
