Duringall these troublous, revolution ary times we have frequently let our thoughts run back to the predictions of I the "American Demosthenes'' made while the subject of ratification or re jection of te Constitution was under discussion jp the; Virginia Convention. Oov. Henry, while a man of warm im pulses, was; long-headed and far-seeing. He was eminent as well for statesman ship as for Oratory. ; This fact has riot been always sufficiently borne in mind by those who have paid' homage to his splendid genius. Patrick Henry had fears for the perpetuity of our freedom. He expressed himself in his masterly arguments,' which were never fully an swered even by Mr. Madison, so pro phetically that Americans of to-day who read oyer his most wonderful pas sages in the light of recent events are forced to accord to him a prevision rarely found in the greatest of states men. m t : Almost as if he, with the eyes of a seer, glanced across nine decades of hu man history and saw Ulysses Grant and his coconspirators at. their work of dis persing Legislatures vi et armis;Gov. Heory uttered these terrible words: "Tour President may easily become lung.. Tour ; Senate is so imperfectly con structed that yooi dearest rights mar be sacrificed by w hat may be a small majority : and a very small majority may continue forever unchangeably this government al though horribly defective. Where are joar - ehecks in this Government! Your (strong holds will be in the hands of your enemies It Is on the suppotdtion that your American governor shall-be honest that all the good qualities of this Government are founded but its perfect and imperfect construction.! puts it in their power to prepetrat the worst of mtechiefs should they be bad men. And, sir, would not all the world b&me our distracted folly in resting our rights "5pon the contingency of our rules being good or bad! Show me that age and country, where the rights and liberties of the people were placed on the chance of their rulers Plng good men, without a consequent loss r liberty. X say that the loss of that dear- , privilege has ever followed, With abso- .wfiiuij, every sucn mad attempt. Only a day or two ago a Federal Gcueral caused soldiers to be stationed as a partisan guard at the doors of the State House, and they VUCJCU instructions to permit only could utter th T?,ii shibboleth to pass into the halls. This same armed interference has brought about the withdrawal of the Demo cratic members, who prefer peace and pelf-denial - to scenes of blood and violence: t; thus it goes. J Ciesar has crossed the Rubicon and now advances rapidly on Rome. Soon ; there will be no more liberty, either patrician or plebeian, unless the people are aroused and put down tke attempted tyranny. This we believefthey will do through Congress and public sentiment. Still, let Grant1 be watched. T11E 1EGISL,ATURE. When it meets after the holidays this body will be not ouly refreshed and contact with the people, but it will hare more ample scope of action. The provisions of thehew Con stitution, as we arc prone to call the happily-amended instrument, are to go into operation on the first day of the new year. A number of vital proposi tions arc up before the Legislature.; Among thi Vk f !ie transbodently irt-1 THE NEWSPAPEBS OKCTIi portant one'jTiuutyyd municipal "H .CAROLINA: t "u govertMneETV Atitheria the question. Mark the prediction. TOO SOON. The revolutionary programme of the Radical party is broached too soon. The talk'of casting the electoral vote of, the Republican .States for Grant hecause he can be relied upon, to play the role of Cromwell, and Hayes cannot, shows a desperation cn the part of the conspirators which will stop at- nothing --within the limits of their power. They know the plastic nature of Grant as toward his partj" associates, and his iron determination i in contests with those whom he rcjrardfc as enemies. On this they rely 'with perfect confidence. It is not ama zing, therefore, that they should conspire to abandon Hayes, who is comparatively weak in will, and retnru to Grant, whom they know to be re lentless in carrying out a purpose. Rut their programme is developed too soon. The people have time to consider the end ol these things, lhev wilI:iiQ,t tamely permit a military puppet to de- feat their will. America is not the . - place and the second century of repub- lican independence not the tune for such things to be done with impunity. The movement to supplant .'Hayes by Grant is announced too early it will defeat itself by giving the people time to rally in behalf of freedom. THE SELECTION OF SPEAKCK. . The House -ef Representatives has one itself great credit. Mr. Randall is the most experienced parliamentarian now in Congress. He is noi only an adept at strategy and a student of leg islative science, he is wiry, wary, sinewy, vigorous and progressive. We do not hesitate to speak of him as the man of all others 'to cope, with the Garfields, the Fosters and the Towuseuds who will occupy the leading positions in the great Congressional battle of the next two months. s . j The first move of the Democratic forces is a brilliant stroke. Sometimes the choice of a leadar alone decides a campaign. Samuel J. Randall will be fully equal to the crisis. V To-day the Electoral Colleges of the various r States meet at the State Capitals and count the vote for Presi dent and Vice-President. ?
