Gen. Butler said that he did not be
lieve it possible for any compromise of
thc Presidential question to be effected.
He said that there had been eo much
much taint attaching to the legality of
the proceedings in several of theStatis
connected with the late Presidential
contest that, in his judgment, it will be
impracticable for either party to purge
itself of the w rongs alleged against it
so as to satisfy the great mass of the
American people, who are auxious to
see the right . prevail in the contest
Neither party would be content to be
lieve, by any possible showing that the
other is not enth-cly in fault for the
present condition of affairs. Thc Gen
eral suggest that Congress go to work
at once and pass a special election law,
calling for a new election to take place
in -miy iicM.
The House Programme.
It is said to be thc belief .n the Seu
ate that the House will insist upon the
obersevancc of the following programme
for the opening of thc certificates or the
electoral vote, especially in the treat
ment of the doubtful "ones likely to
come from some of the Southern States;
-The House will take thc position that
after the Present of the Senate has
opened the certificate iu the presence
of tlie tv,p. housea, without discrimina
tion and without other declaratiun than
the mere fact of what they stato as to
thc result of thc election, there his
duties c id, and It will remain for the
two houses to decide .what shall be done
with the conflicting certificates. The
House will resent positively the assump
tion that the President of the Senate
had any authority whatever to decide
which of the two scats of conflicting
certificates! shall be selected. There
will be, o says a prominent Republican
Senator, no appeal from the deci.iuu of
the President of the Senate, but when

Representative will rise and announce :
-"I object;" whereupon thc two hous
es will separate for consultation, and as
soon as a decision is reached as to what
shall be done it shall be announced and
further action will be accordingly taken.
He further says:

from the decision of the President of
thc Senate, and if not sustained by
both houses of Congress will fall. He
adds that there is no such motions to
be made, and that it would bo futile to
take any such position in case of a disa
greement from the decission of the
President of the Senate at the counting
of the electoral vote."
