The Legiilature elect every four years for the term of four years two magistrates for each township, and the Legislature may, at discretion, elect an additional number: for towii3 and for townships in which: towns are bituatcd. The whole . num ber of magistrates, including both those elected by the people-and those elected by the Legislature, shall elect biennially, from their own number, ffve couutv commissioners.
