' The letter-received by a Wilmington citizen from Birmingham, Ala., in praise of the commission form of gov ernment is in line with what is always so, when the form is investigated. Those who oppose it may have words, just as long as they have voice and possess the inalienable right to use it, but they always lack evidence.
