In detail to one locally: In Wilmington a carnival was to give an exhibition and the gate receipts were to be split between the managers and the band association . The band association wanted to secure some mon ey to help pay the expenses of a twice-a:week, concert in the open, and the "carnival people, apparently looking for a moral prop, made the contract. But the Merchants' Association said the, carnival always hurts business; that it should not be allowed, and on Colonel Harris Li.. We are certain , they will do so, now that the matter has been called to their attention. It is to explain to their congregations the meaning of the selective draft and its requirements. There will be many of the big negro congregations, thati fill the churches tomorrow, who will understand, but there will be many more who will not. The former, too, can be impressed with the importance of lending their aid in telling others. In that way great work will be done, that will result in all of the colored men of Wilmington, who are between the ages of twenty-one and thirty-one being certain to register on June 5th. Lack of understanding, especially as to the age and that registering is man datory, might not only delay the work but make it incomplete. The law ac cepts no excuse if a man fails to reg ister. There is nothing left for the court to do but punish the offender, no matter if intent is lacking. This must be impressea upon the people, and in order that the people will be. impressed the widest propaganda of publicity must be indulged in. The part the colored ministers of Wilmington can play in this is im portant. They can take advantage of opportunity tomorrow, and a week from tomorrow, to call attention to registration day, and if possible they should arrange a big mass meeting just before June 5th, so that a big rally may spread information and stir interest. As the colored ministers have shown a deep interest in things of this char acter so far, we believe they see the logic, the importance of co-operation in this way. 5t-fs not a subject that it would be out of accord with the church, as It bears upon the great struggle being made .by- democracy against au tocracy, and " the former I ford to go up against two such, powejr- ful organizations, cancelled its con tract with the carnival company, and if the carnival makes r anything out of its performances it must do so on its own hook. fence with neutral mails. The Ministerial Association and the Merchants' Association did not pro test, showing that there are many organizations of different minds the same as people. "Greensboro, however, has passed an .ordinance, being printed today, which I keeps carnivals away from schools. churches and colleges. We didn't go as far as Wilmington." But, perhaps, Greensboro has not had the multiplicity of carnivals that Wilmington has had, or has not stopp ed to reason as has this city. We stil l i , ueneve, just as we nave for years, that the carnival is not even a "neces sary evil," and it is a matter of gratifi cation that the people of Wilmington seem to have all agreed on the proposi tion that it will be better for the city to have carnivals remain away. Those who may be of opposite Opinion, based on what they think is the harmless nature 'of the carnival, have at least been willing to bow to the opinion of the others, and so this community is in harmony upon decreeing against the carnival. In the first place, the carnival al ways presents many games of chance such games as would not be tolerated if conducted by people at. home.
