From wnence is to come the money to purchase these enormous amounts of securities eovernment and corporate? What-! ever may be the reasons for it, the fact is that unless assistance is given the public, confidence will be so shaken in railroad securities as to cause a contraction in one of the most important bases of credit in the coun try. The only way in which this con fidence can be maintained is by ac tion on the part of the commission toward the carriers as will convince the public 'that the needs of the rail-, roads will be met." At the conclusion of the hearing Luther M.' Walter, representing ship pers, called Mr. S. Davies Warfield to the stand, stating that he would like to ask him two questions. Mr. Warfield responded, and Mr. Walter asked : "Mr. Warfield, you called this con ference of investors at Baltimore?" Mr. Warfield: "Yes, sir." Mr. Walter: "And you are the chair man of the board of directors of the Seaboard Air Line?" Mr. Warfield: "I am." Mr. Walter: "Just answer that ques-. tion." Mr. Warfield: "I was going to make an explanation." "Mr. Walter: "Just answer that question, 'yes' or 'no.' You are the! chairman of the board of directors? Mr. Warfield: "Yes." Mr. Hagerman: "Now, you can make any explanation you wish, Mr. Warfield." Mr. Warfield: "Now, holding the position of chairman of that board, Gentlemen of the Commission, is en tirely incidental to my holding of stock in that property." Mr. Walter: "Certainly." Mr. Warfield: "I do not receive any salary as chairman of the board. I am .president of the Continental Trust Company of Baltimore, and from that I receive a salary. I am the largest stockholder in the Seaboard. Doubt- J less I hold more stock than any other railroad executive of any railroad, with probably two exceptions. I am also chairman of the Southern Settle ment and Development Organization, a voluntary organization which is supported by voluntary contributions. The money is spent in improvements, in development of the Southern coun try, When that organization failed to receive certain moneys that it had relied on for several years, from sev eral of the railroads, when they de clined to put up money for these im provements, but preferred to promote their own industrial development, I supplied that deficiency out of my own pocket. So, in answering this question, I should like it understood that, in holding this position of chair man of the board of the Seaboard, that it is incidental to my large hold ing of stock in that property." - Mr. Walter: "Is that development company selling the land to prospec tive settlers?" Mr. Warfield: "No, sir. It has sold nothing. It was organized for the purpose of spending money irithe South for the purpose of developing the South without regard to the Seaf board or any other railroad." Mr. Walter: "No, but those Who were engaged in that settlement work were doing that as a benevolence?" J Mr. Warfield: "Purely philanthropi&l if you please." BUSINESS SPECIALS MESSENGER SERVICE.
