The entente al lies have a great opportunity for a combined diplomatic offensive with a view to explaining to Russia and the Austrian Slavs what an allied victory will mean for them, in the opinion of The Daily Express. The newspaper calls upon the allies to translate vague references to self-determination into concrete terms and to let their pro nouncement appear above the signa ture of the United States as well as the European allies. "The German jack boot is heavy and the foot within it is ruthless and vigorous. The foot stamps and the boot grinds, but men are sometimes made of hard metal. The crushing may be incomplete and may stimulate re sentment sooner than subjection," the Express says. "These recollections are suggested by the present conditions in Russia and Austria," it continues. "The bet ter the details of the Brest-Litovsk treaty are understood the more gen eral is Russia's discontent and hos tility. "She is out of the war, but remains in front rank of the peoples who ab hor Prussian tyranny with all their souls. SILVER DOLLARS ARE MADE INTO RUPEES Washington, June 8. American sil ver dollars now have been transformed Into rupeesof British India, and other small coins used to pay Indian sol diers. In exchange, the United States government has obtained a quantity of rupee credit on foreign exchange for use of importers in paying their debts in India. About 62,000,000 silver dollars now have been melted into bullion under the recent silver bill, according to a treasury report today, and most of this has been shipped to India. Eleven Germans Arrested San Juan, Porto Rico, June 8. Eleven Germans, including F. Schom- berg, the Swedish consul, and Hanks Hupfer, representative of a United States commercial agency, were ar rested on presidential warrants last night at the order of Governor Yager. Police have been stationed at the homes of enemy aliens throughout the island as a precaution against possible attacks. Perhaps daylight saving is responsi ble for the Detroit Tigers' sad plight. At any rate, the more daylight that is saved, the more daylight shows be tween the Tigers and the American league leaders. Max Carey is again flirting with the base-stealing championship of the Na tional league. You can't take it away from the Pirate gardener, he's a wild and wooly bandit on the paths.
