4a . P v - WINDSOR LEDGER, NOV. 9.TH. I Windsor O Ledger. C.J. RHEA BUSINESS MGR. S.W.KENNEY, EDITOR Owners & Props. Publish co Evert Thubsday At Windsor N - C- - '" ' : rnr ! . - . ,. . Thursday.. . ..... November 9TH . . . ..... 1 899. Judge. SImonton's x I Decision. . er to tax railroads. The United States Circuit Court has decided that the .'North Carolina Corporation Commission has no pow We will not now discuss the decision. That is for the lawyers.. " Let it stand as good law. ' Then there is apower to tax them and that power will be rfr; sorted to. In June last it was tiie ; duty of every property ov.ner to list for taxation all property owDed of all lands. -Under Judge Simonton's decision it : was the duty of the railroad owners to list iheir -property in each county. They have failed to do so and are of course lia ble to the penalties including double taxation. ' We . take it that there will be no escape from taxation on the part of the railroads. The Couuty t Commissioners . of each county should at once proceed to have the : raiiroad prop erty put on the tax list. ' Under Simonton the Corporation Commission cannot tax, then the same way other property is taxed will be resorted to." In Bertie County , the rait roads will be taxed and at their full value. . They will not attack the rai roads but will treat them as 'they treat cur own citizens. We are not of those who hold hostil ity against tfie railroads. We recognize ;. that they are great developers of the country and that necessary to its business. ' .Whavever of hostility has aiisen toward them has been caused by the railroads. From killing a cow to killing a human being, the rule has been to resist payment ' The citizen has to fight out his rights from start to finish, lithe railroads would cultivate a spirit of adjustment of difficulties. with the people friction would soon cease. There is one thing the citizen can understand and that he will insist on and that is that the railroads must be taxed .. just as he is taxed no more and no less. And if there is no way to do this then North Carolinians will find a way. On the whole the railroads of this : county pay on a fab assessment, and most'of them will not .raise any question as to the power of the Commission to tax. expect and are banking on their main- support coming ' from the cit'es and are conceding to "the Democrats the rural sections, lit is significant in . that it portrays the fact that the untrammelkd mind sees and recognizes in the Democratic party true intentions and honest princi ples. And- it evinces "the . truth that the Republican party is the paity of corruption and intimidation. " In the cities of factories and gigantid enterprises the laborer is intimidated and his' mind trammeled, and the vote cast is a mere promise against "a discharge" and starvation. It is further significant as showing the natural tendency of the mind in its free activity. ' . NOTICE HOTICEI j (:PIA(,1 rn d t f t a . t f f awa 1 rt 1 t ------- ' - T - V. W"!
