Feb. 2-April 12
AARP tax aide volunteers will be available
at the Bertie County Senior Center, 103 West
School St. in Windsor, to provide free income
tax assistance to the elderly, individuals with
disabilities, and those with limited incomes.
The service will begin Tuesday, Feb. 2 from
9:30 am to 3:30 pm and continue each Tues
day through Tuesday, April 12. Trained volun
teers will be assisting the taxpayers with their
returns. Taxpayers will need to bring a copy
of last year’s tax return, if possible, photo ID,
and social security card for each person on
the return. The American Association of Re
tired People, better known as AARP, sponsors
this program. Please call the senior center at
252-794-5316 to make an appointment or if
you have any questions.
Feb 7
The Colerain Volunteer Fire Department
will sponsor a spaghetti lunch from 11 a.m.
to 2 p.m. on Sunday, Feb. 7 at the Colerain
Fire Department Training Center (located on
Main Street across from the Duck Thru). Pro
ceeds from the fund raising event will go to
wards safety equipment and clothing as well
as equipment needed in day to day operations
of the fire department.
Feb. 8
Colerain Board of Commissioners will meet
at 7 p.m. Monday Feb. 8 at the Colerain Town
Hall.
Feb. 9
Sallie Harrell Jenkins Memorial Library in
Aulander will hold its February story time on
Tuesday, Feb. 9 at 4 p.m. at the library located
at 302 Broad Street. Participants will epjoy
Valentine’s themed stories, crafts and refresh

Feb. 11
Windsor Board of Commissioners will meet
at 8:30 a.m. on Thursday, Feb. 11 at the Wind
sor Town, Hall on King Street.
Feb. 20
Historic Hope Foundation will host the fes
tival of soups from 10 a.m. to 4 p.m. on Sat
urday, Feb. 20 at the Roanoke-Chowan Visitor
Center at Historic Hope. Tickets are $16 for
adults and $8 for children 12 and under. The
price includes 2 bowls of soup, bread, des
sert, and iced tea or water. This event is eat in
or carry out. There are limited tickets for the

The 23rd annual African American History
Celebration will be held a Historic Hope Foun
dation on Saturday, February 20th from 9:30
am to 1:30 pm. The title of this year’s event is
“Bertie County African Americans in the 36th
Infantry Colored Troops in the Civil War”. The
featured speaker is Dr. James Bryant, who
will talk about the transition of members of
the troops from slavery to freedom with the
Union army as an agent for social change.
Other speakers will talk about their relatives
that participated in the Civil War. Registra
tion and continental breakfast will begin at
9:30 am followed by the program at 10:00 am.
There is no charge for the event. Following
the program everyone is invited to a festival of
soups buffet, which will be held in an ac^acent
room. There will be 12 soups, breads and des
serts available. There is a charge of $15.00 for
adults and $8.00 for children xmder age 12.
March 11-13
The Bertie 4-H NED Teen Retreat, for ages
13 to 18, will take place on March 11-13. The
Cost is $80 and is due by Feb. 1. The retreat
will take place in Corolla and participants will
stay at Hampton Iim & Suites. If interested,
call Bertie 4-H at 794-5318.

OBITUARIES
Ellen Clark Barnes
CONWAY - Mrs. EUen Clark Barnes, age 86, of
Conway, died peacefully surrounded by her family
and pets on Monday, January 25, 2016 at her resi
dence in Conway, NC.
She was bom in Bertie County on October 8,
1929 to the late VWUie and Deanie Mae Clark. Aside
from being a homemaker Mrs. Barnes worked as a
seamstress for a number of years for Roxobel Gar
ment Company and Ahoskie Manufacturing Com
pany. She was a member of the Sandy Run Baptist
Church in Roxobel, NC. Mrs. Barnes was an excel
lent cook, she loved sewing, crocheting, quilt mak
ing, gardening, reading and watching her stories.
Mrs. Barnes looked forward to and eryoyed fami
ly vacations with her brood of children, where she
was affectionally known as the “Hen.”
She was preceded in death by her mother, Dean
ie Mae Simmons Clark, her father, WMe HiU Clark,
her husband, Earl CUngman Barnes, her daughter,
Deanie Marie Chanoine and her grandson, Sgt. Will
McLawhom.
Ellen is survived by her four daughters, Bar
bara Chanoine Byrd and her husband Kenneth of
Aulander, NC, Sheiry Chanoine Harrison and her
husband Aubrey of Greenville, NC, Diane Barnes
McLawhom and her husband Willie of Conway,
NC, Debbie Barnes White and her husband Walter
of Bay City, TX, three sons, Kelly Chanoine and his
wife Elizabeth of Euless, TX, Johnny Barnes and
his wife Sonya of Concord, NC, David Barnes of
Conway, NC, sister, Doris C. Keel of Ahoskie, NC
and brother, Ifred Clark of EUa Gala, FL. Also sur
viving are eighteen grandchildren ,and twenty-two
great grandchildren.
The family will receive friends on Thursday eve
ning from 7:00 to 8:30 pm at Garrett-Sykes Funeral
Service in Rich Square.
A Celebration of Life will be held on Friday, Janu
ary 29,2016 at 3 pm at the Conway Baptist Church
in Conway with the Rev. tWUie McLawhom and
Rev. Randy Starkey officiating.
The interment will follow at the Roxobel-Kelford
Cemetery in Roxobel, NC.
Flowers are welcome, however memorial dona
tions may be made to the charity of your choice.

$93,232 AVAILABLE TO SERVE AT RISK YOUTH
The Bertie County Juvenile Crime Prevention Couneil has studied the risk factors
and the needs of the youth in the County and hereby publishes the request for
proposal. The Juvenile Crime Prevention Council receives funds from The
Department of Publie Safety to serve delinquent and at-risk youth for the state fiscal
year 2016-2017.
The Department of Publie Safety/ Division of Adult Correetion and Juvenile Justice
works with youth 6 to 17 years of age. The Juvenile Crime Prevention Council will
accept proposals for Mentoring, Social Skill Building, Restitution/Community
Service, Structured Day, Vocational Skill Building, Substance Abnse Treatment,
and/ or Parent and Family Skill Building Programs, Teen Court Counseling and
Home Based Family Counseling who will work with youth of that age.
The proposed program serviees should target the following risk factors for
delinquency: youth under the age of 12 when first complaint was filed against them,
youth wipi use aleohol and drugs, serious behavior problems at school, and negative
peer relationships
The proposed program services should also address the eoneerns reported in the
Needs Assessment which are negative peer relationships and gang involvement,
serious behavior problems in school, limited parenting skills, and family members
who have eriminal histories, and youth who abuse substances and mental health
issues.
Local public agencies, SOI (e) (3) non-profit eorporations, and local housing
authorities are invited to submit program agreements for programs addressing the
above elements. In order to apply for FY 2016-2017 JCPC funding, you must
complete and submit your Program Agreement online by accessing the
NC ALLIES application on the Department of Public Safety Website. That address is

also a 10% local match that is required when applying for funding. Five paper

N.C.G.S. 160A-266, authorizes the sale of surplus property by
private sale, following an advertisement for upset bids with 10
days is required.
Below is the description of a piece of property owned by Bertie
County which has been declared as surplus:
“the old Dr. Jordan Office lot”

That certain lot or parcel of land with all improvements thereon
which is situated in the Town of Windsor, Bertie County, North
Carolina, on the East side of Sterlingworth Street, also known as
N. C. Hwy. No. 308, and which is shown as Lot No. 1, Block 1,
on a map of the “E. L. Gatling’s F. D. Winston Property”, prepared
by J. B. Parker, Surveyor, dated October 21-24, 1944, recorded in
Book 362, Page 9, in the office of the Register of Deeds of Bertie
County, North Carolina, which map reference is made for a more
complete description of the subject property. This lot was formerly
the location of the office of Dr. W. P. Jordan and was conveyed to
the Town of Windsor by deed from W. P. Jordan, et ux, by deed of
record in Book- 690, Page 978 and was conveyed from the Town of
Windsor to Leonard E. Reaves, 111 by deed of record in Book 699,
