“A safe side adult can be your
parent, grandparent, teacher or
principal,” added Byrum.
The group also talked about
how never to let anyone inside
your safe side circle, and stu
dents demonstrated what to do
if someone did try to enter it.
Some tips given to the stu
dents about stranger danger
were;
* Keep a safe side adult close.
If you can’t see them, then they
can’t see you;
* Never open the door with
out your safe side adult;
* Stop and think, don’t fall for
tricks;
* Never talk to people you do
not know unless your safe side
adult is with you;
* Don’t let anyone inside your
safe side circle, run from dan
ger;
* Know your three safe side
adults; and
* Never go anywhere, with
anyone, unless you asked your
safe side adult first.
In the media center, students
learned about the dangers of
the internet and safety tips.
The students watched a vid
eo about how to stay safe while
surfing the web.
Students learned not to give
out personal information to
anyone online.

Board seeks
input on
relief grant

KELFORD - The Bertie
County Commissioners
held a second public
hearing at its regularly
scheduled meeting
Monday night in Kel-
ford.
The public hear
ing was for the Com
munity Development
Block Grant Disaster-
Relief (CDBG-DR) grant
for Bertie County. The
grant comes from fed
eral funding to assist
with state and local di
saster relief for Hurri
cane Matthew.
Chris Hilbert, from
Holland Consulting,
was available to facili
tate the hearing and
provide updates on
several pending proj
ects for the county.
According to Hilbert,
funds for the grant, if
and when received will
be used as a last resort
for properties damaged
during last year’s flood
ing that do not qualify
for other programs.
“1 would like to give
an update on some of
the projects currently
taking place. The town
of Windsor will be re
ceiving $6 million for
acquisitions and eleva
tions,” said Hilbert.
There are 45 prop
erties that have been
selected for use of the
funding. 34 of those
properties are for ac
quisitions and 11 of
those are for elevation.
“Some of the proper
ties on the list were left
out because of lack of
funding, but some still
may be done,” he add
ed.
Bertie County also
received $1 million in
September to use for
some of the properties
not assisted by the $6
million. The maximum
spent on each property
would be $50,000.
The CDBG-DR pro
gram will look at hous
es not in the initial 45
and replace homes in
the worst condition or
houses needing reha
bilitation.
The total of the CDBG
grant will be $777,500. It
includes $325,000 for re
habilitations, $325,000
for reconstruction,
$90,000 for the commu
nity and $37,500 for ad
ministrative costs.
“Part of these funds
will be used to replace
houses in the worst
conditions that were
not on the initial list,”
said Hilbert.
“Are the houses bei-
ing selected in the flood
plain?” asked Commis
sioner Tammy Lee.
“The properties may
or may not be in the
flood plain,” replied Hil
bert.
“This program is help
ful for the houses that
fell through the cracks
with the mitigation pro
gram,” he added.
The houses selected
for the. mitigation pro
gram were selected
through a process mea
suring the height of
the floodwaters in the
property.
To be selected for the
CDBG grant program,
the individuals must
also meet certain eligi
bility requirements in
cluding income level.
“The $90,000 from the
grant will go toward
helping with the library
lease for three years,”
said Hilbert.
“1 have had some citi
zens come to me who
did qualify after Hurri
cane Floyd but who do
not qualify this time due
to having a business in
his or her home,” said
Commissioner Ronald
Wesson.
“The state is going
through the applica
tions with a fine tooth
comb because there
are more applicants
and less money,” Hil
bert added.
Hilbert requested a
resolution to approve
the signatures on the
documents for the
grant.
Commissioner Lee of
fered a motion to the
resolution and Com
missioner Stuart White
gave a second. It was
approved unanimously.
