Obituaries Wayne Meredith Jenkins , BEAUFORT — Wayne Meredith Jenkins, 77, died on Satur- .day, April 24, 2021. Graveside services were held on Tuesday , at 2 pm, at Aulander Cemetery. Visitation was held Tuesday at the funeral home. John was bom in Bertie Cormty on October 14, 1937 to the late 2\lphus J. and Jennie Rose Dunlow. He was retired as a mechanic with Dixie Motor Company and a member of Bethany Pentecostal Holiness Church, where he served as head ush er and greeter. He also served in the NC National Guard. He was preceded in death by his wife Peggy Dunning Dunlow and sisters Jeanette Murray and Lucy Ausley. Survivors include; son, John Keith Dunlow (Jeanne) of Williamston; daughter, Dorma D. Leg gett of IWUiamston; brothers, Robert A Dunlow (Delores) of Windsor and James L. Dunlow of Suf folk, VA; sister, Dorothy Taylor (Robert) of Mer ry HiU; grandchildren, Jeannie, Jennifer, Thomas, Kurt; great grandchildren, Jason, Jasmine, Jordan, Juliana, Jaxson, Bryson; special friend, Gayle Bow en. Funeral services were held on Tuesday, April 27, 2021 at 2:00 PM at Bethany Pentecostal Holiness Church with Pastor Chris Watkins officiating. Buri al followed in Martin Memorial Gardens. The family received friends Monday evening from 6:30 PM until 8:00 PM at the church, and oth er times from the home. Notice is hereby given of FEMAs consideration to provide funding in the form of a Hazard Mitigation Grant. Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety consider ations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives, and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires EEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA). Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions. Sub-Applicant: Town of Windsor Project Title: Freeman Hotel Relocation Project; NC- HMGP- 4393-0034-Phase II Location of Proposed Work: Facility Address Latitude Longitude Date of Construction Freeman Hotel Relocation 101 North York Street, Windsor, NC 35.999740 76.945279 c. 1850 Proposed Work and Purpose: This project is for the relocation of the historic Freeman Hotel to a new site located at 388 West Camden Street, Windsor, NC (35.99740, -76.95104). The hotel in its current location is in an AE zone or 1 % Annual Chance Flood Hazard area; the proposed relocation site is in an unshaded X zone, which is outside of the high-risk flood hazard area. Confirmation of these locations in a Special Flood Hazard Area (SFHA) was determined by the Bertie County Flood Insurance Rate Map, Panel Number:3720680200J, dated 2/4/2009. There is a potential for the facility to be impacted by future flooding events due to its current lo cation within the AE zone. The proposed hotel relocation outside of the high-risk flood zone will preserve the exterior and interior parts of this significant historic building of the 19th century and will minimize any damages caused by flooding. Project Alternatives: Alternative #1 (No action): The ‘no action is not a practicable alternative because it would contin ue to place this historic building in a high-risk flood zone, making it susceptible to being affected by future flood events. If action is not taken, the historic building could deteriorate further, and this alternative would not prevent the loss of life or property. Alternative #2 (Elevation): Elevating the historic building within its current location could reduce, but not eliminate the risk of being impacted by future flooding events. The owner of this property prefers the relocation because the elevation alternative would not eliminate the risk of damages to the exterior and interior of this building, therefore elevation is considered a less preferable option. Comment Period: Comments are solicited from the public; local, state, or federal agencies, and other interested patties in order to consider and evaluate the impacts of the proposed project.
