One of the most humane articles pf legislation ever to ; be adopted by any common wealth will go into effect in North Carolina on July I of this year. ; It i will be the aid to dependent children act, which becomes a law through action of the 1937 general assembly,.' No more will the spectre of hard ship and suffering face a bereaved widoWiand fatherless children, left to the mercies of the world with out income sufficiently adequate to care for them in even the most modest manner. The various orphanages scattered throughout the state have done splendid work during the past, but there have been thousands of in stances where children were not eligible for entrance into these havens of refuge for the under privileged. The aid, of dependent children act not only will take care of children left without a father it also will ( embrace those who, for any good reason, are not receiving the proper care and , training be cause of a lack of money. Children under 16 years of age, living with either their father, mother, grandfather, grandmother, brother, sister, or other relatives, "will be cared for if it is shown that those charged with their keep ing are not situated so as to give them the advantages to which they are entitled. What Act Provide The act provides that children eligible for benefits shall either have been born or resided within North Carolina for at least one year prior to the filing of an ap plication for assistance, or that the mother of the applicant also has been a resident of the state for a similar period, and that she has not the means for a decent liveli hood for herself and her children. Applications for aid are to be made to agencies which will be establish ed -in each of the 100 counties of the state. The maximum amount , any one child may receive under provisions of the act is $18 per month, with each additional child of the same family being allowed $12, provided the total does not exceed $65 per month. One-third of the cost of administering the aid to dependent children act will be born by the counties with the state and federal governments also absorbing one third each. The act provides, however, that iii order that no injustice may be caused, more than $65 may be paid "in extraordinary circumstances in which it appears to the satisfaction of the state board that a total of $65 per month 'would .be insufficient to secure the purpose ' above set forth." . Shows Long Range Planning "The social security act, in pro viding aid to dependent, children, gives evidence of long range plan ning for the future," recently said Mrs. W. T. Bost, commissioner of charities and public welfare. "It stands out as the greatest oppor tunity for constructive work with children that has ever been avail able tp the nation. This aid is based on the fundamental concep tion that family life is the 'best en vironment for the growth and de velopment of children into future citizens. "We have long since come to realize that, for any cause, the breaking up of a home in which there are children is a delicate so--cial-surgical operation at best, but to break up a home for poverty alon is" nothing short of a crime. '", "The act recognizes the simple fact that where the wage earner has been removed from a family because of death, desertion or sick ness, the remaining parent is frer quently unable to give proper "care to minor children and at the same time earn a living for them," ",In North Carolina, after July I," Mrs. Bost continued, "passage of the act means that instead of aid ing only 300 mothers aid families a year as we have been doing the past few years we will bey able to aid more than 7,750 families involv ing approximately 21,700 children. "Where the family is self-respecting and child-loving, keeping chil dren in their own homes has de cided advantages. . . . Enactment of this legislation means a home for every child and thatMove and sc curity which a home provides," Timely Farm Questions Answered at State College Q. What is the best time to ap ply nitrogen to .corn as a side dressing? A. Applications should be made to corn when it is about knee high. Much of the fertilizing value is lost when late applications are made. Apply the nitrogen as early as' possible so as to get all the fertilizing value. Late applications will increase the plant growth, but will not increase the yield of grain. Q. How can I keep the terrapin bugs out of my garden? A. Applications of a Rotenone Talc dust containing one per cent of rotenone will give good control of this insect. Use sufficient dust to cover the plants thoroughly and repeat every week as long as it is necessary for control. Applications should be made after every rain. A dust containing three-quarters of one per cent of rotenone can also be used, but this requires very liberal applications. Rotenone is not poisonous to humans.
