THURSDAY, MARCH 17, IMS PAGE SIX THE FRANKLIN PRESS AND THE HIGHLANDS MACONIAN Constitution of Young People's Athletic Club As stated in The Press last week a young people's athletic club has been organized in Franklin, the movement being sponsored by the young people's class of the Frank lin Methodist church. The club has been granted the use of the county lot on West Main street as a rec reation ground and proposes to pro vide tennis and volley ball courts for the use of the young people of the county, 'As there seems to be some mis understanding .as to the scope and purposes of the club, The Tress has been requested to publish the con stitution of the organization, which is as follows : We, the members of the Young People's Sunday school class of the Franklin Methodist church in order to promote clean sports .and to provide for a county-wide recre ational program do ordain and es tablish this constitution for the Athletic Club of Franklin. Article I Organization and Purpoe of the Club Sec. 1. At a recent meeting of the Young People's Sunday schoo. class of the Methodist church u was decided and acted upon to organize an Athletic Club. Imme diate plans were made to sponsor the idea. A . "Negro Wedding" wa; produced and resulted in the rais ing of $35.50, this being insufficient to finance the project on a com munity basis, it was decided to seek private donations. A small membership fee will 'be charged for the upkeep of the grounds. We proiose to erect two tennis courts 78x27 feet, one paddle tennis court juxl5 feet, one volley ball court 60x30 feet. Also equip and organize soft ball teams for both boys and girls. Sec. II. This club will be operated on a business" basis but will .be a non-profitable organization. Its pur pose is to create a-stronger desire for clean sports, and 'build up the morale of the young people of the community. Article II -; " Officers ' v Sec. I. The officers of the club shall consist of a president, vice president, a secretary - treasurer elected by a majority vote of the present membership. ' Sec. LI. The property, business and affairs of the club shall be managed by the officers elected who shall hold office for a period of one year. These shall come from the present membership. Sec. III. There will be an exe cutive committee composed of the officers with the president acting as chairman and the club advisor. The President Sec. IV. The president shall pre side at all meetings and shajil have general and active management of the club. The Vice-President Sec. V. The vice-president shall be vested with all the powers of the president and be required to perform all the duties of the presi dent in his absence and shall per form such other duties as prescrib ed by the executive committee. The Secretary-Treasurer Sec. VI. The secretary-treasurer shall perform such duties as pre scribed by the executive committee. He shall keep full and accurate ac count of the receipts and disburse ments in simple bookkeeping form 6f the club. He shall deposit all money .in the name and to the credit of the club. Checks with drawing money from the clubs ac count must be countersigned by the president and clu.b advisors. Article III Requirement for Membership Sec. I. All members must attend Sunday school in any one of the Franklin churches. There will be an official record kept of such mem bers. One absence will be permitted per month. When absent more than once an excuse must be handed to the executive committee for their action. - , Sec. .11 The clubs present mem bership will be made ,up of the present members of the Young People's Sunday school class of the Methodist church. Members of the class who are away at school upon their return will automatically be come members without payment of entrance fee. , Sec. III. Any person desiring to become an active member must pre sent' his or, her application to the executive committee and when pass ed by their approvaf and the fee of $1.00 paid will be entitled to full membership. Sec. IV. Nan-church members may become members of the club. ' Sec. V. The courts shall not bi used while services are 'being con ducted in the Franklin churches. , .Sec. VI. If the courts are crowd ed .and people waiting to' play, those people playing will be expected to limit their playing, to five games. Ties may be played off. Sec. VII. Members will be ex pected to respect the rights of fel low members by not inviting friends to play on the courts unless by special permission from the execu tive committee. Sec. VIII. Each member will fur nish his or her own rackets, balls, etc. Sec. IX. A play supervisor will be m the grounds and all members are expected to cooperate 100 per cent with that person. . Sec. X. Tournaments will be ar ranged and scheduled 'by the exe cutive committee or some one ap pointed by tliat committee. Article IV Amendments Sec. I. This constitution may be imended, altered, or added to by a wo-thirds majority vote of memb ership. A , copy of the proposed intendment shall be sent to the Ex ecutive Committee five days prior to the meeting at which time the same is to be acted upon. Article V Retaining Membership Sec. I. The violation by any mem ber or failing to carry out the rules and regulations of this club as pre scribed in the constitution will re sult in the forfeiture of his or her nembership. . Sec, II. Any person after losing his or her membership may upon proper application and payment of $1.00 fee and by a two-thirds ma jority vote of the membership be installed and again be a member of good standing. Constitution Committee, Club Advisor, Hayes Overcash. Chairmen : Jessie Tessier, George Patton, BettyRogers. , Civil Service Schools Branded Fraudulent WASHINGTON, D. C. March 16. The United States Civil Service Commission has issued the follow ing statement: The public should not be misled by promises of Government posi tions by so-called "civil-service schools," their agents or their ad vertisements. No school is able to fulfill any such promises. The pub lic is also warned against schools or agents that would lead one to believe . that they represent the Government or are connected with the Government in any way, or that give assurance of , success in passing civil service examinations on the completion of their courses. Extravagant claims of this type are bringing some such schools under government investigation. Recently the post office department issued fraud orders, against a number of these schools denying further use of the mails after evi dence, had been submitted that they had used the mails to defraud. In one of these cases prosecuted by the government, the promoters' of the school were later tried in crim inal court and. given jail sentences. The federal trade commission also investigates complaints. The aim of the government is to protect the public against misrep resentation by any of these schools. It is of course impossible for the government to- secure or aid in se curing the refund of money paid into the schools. The public is therefore urged to heed this warn ing and to cooperate with the gOv er.nment by making inquiry in every case concerning such claims iby civil-service schools or agents be fore enrolling for courses. . Caution is particularly made against claims by. schools that their courses are required in order to take the examinations of the U. S. civil service commission; that they are given advance information re garding civil service examinations; that they have influence with the, federal government to procure em ployment for applicants ; that they can secure special advantages for those taking their courses; that they have been authorized by the federal government to, give examin ations. Such claims are false. Anyone can obtain civil-service ; information free from the secretary of the U. S. civil service board at any first- or second-class postoffice or from the office of the U. S. civil service commission at Washington, D. C. , . v .: Upon request, the commission will place a person's name upon a mail ing list to send him notice, without cost, of the next examination held for any particular position in which he is interested. The commission will furnish upon request sample announcements of any examination. Catholic Services In Franklin Father Howard V. Lane, of Waynesville, will conduct services for members of the Catholic faith in Franklin as follows: Morning Mass on the second and fourth Sundays of each month in the American Legion hall on Main street, at 8 a. m. Instructions for the children on the first and third Mondays at 4 :15 p. m. All are welcome to attend these services. . ..
