This is done for the information of readers who have never investigated, and who think the choosing of. a Board of Education is entirely within the discretion of the representative in the General Assembly from each county. The law, passed in 1924, reads as follows: "In all the counties of the state there shall. De nominated in the year one thousand nine hundred and twenty-four, and biennially thereafter, at the party primaries or conventions, at the. same time and in the same manner as that in which other county officers are nominated, a candidate or can didates, by each political party of the state for member or members of the county board of educa tion to take the place of the member or members of said board whose term next expires. The names of the persons so nominated in such counties shall be duly certified by the chairman of the county, board viL ticciiuna, vMiiiui icn uays aiier. ineir nomination is declared by said county board of elections, to the superintendent of public instruction, who shall transmit the names of all persons so nominated, to: gether with the name of the political party nomi nating them, to the chairman of the committee on education in the next session of the general assembly within ten days after it convenes. The general as sembly shall elect or appoint one or more, from the candidates so nominated, members of the county board of education for such county. Upon failure of the general assembly to elect or appoint members as herein provided, such failure shall constitute a vacancy, which shall be filled bv the state board of education. The term of office o'f each member shall begin on the first Monday of April of the vear in which he is elected, and shall continue until his suc cessor is elected and qualified." Upon the men elected to fill the three places up on theboard of commissioners there lies the duty of setting the rate of taxation, of caring for the poor, of seeing to the proper upkeep of the prop erty of the county, of providing for the expenditure of the county's income, and of preparing a budget which will take care of all necessary expenditures without imposing undue hardship upon the tax payers. M the present time Macon county's credit is A-l. The bonded indebtedness, which at one time threatened to plunge the county into bankruptcy has been refunded upon advantageous terms and, with continued wise handling of the finances, there should soon be a reduction in the rate of taxation. The next, two years will be a crucial time, because the interest payments on the new bonds must be met promptly, and there are improvements for which the need is imperative. The credit of the county must be maintained and at the same time there, are some expenditures for improvements .which must be made, because the county must go forward. It will take wise handling to keep a balanced budget, and the voters should give the most careful consideration to the qualifications of the various candidates when marking their ballots for chair man and members of the board of commissioners. First, I shall not make my maid en speech in the United States Sen ate in support of bar rooms for the District of Columbia, nor will my last speech be in advocacy of the establishment of a race track. 1 will devote my time and energies to the real and definitely serious questions confronting our Nation. Second, I will not have as my secretary a citizen of Virginia or of any other State except North Carolina. 1 am not only confiden I can. but am determined to, em ploy from my native State such people as I need and am allowed. When North Carolina fails to have amonii its citizenship the 'brains '. I require, it will then be time for me to come home and retire from pub lic life. Third, I shall not sell the nam, and dignity of your Senatorship to anybody or any concern, be it slick "alien" trading with the War De partment or a brand of cigarette which I may or may not smoke. As long as I am your representa tive the title to that office shall bt and remain in the people of North Carolina. I shall be your Senator, responsible to you and beyond the touch of any interest, save the in terest of the people of our great State. Fourth, I shall not follow the sensationalism of William Randolph Hearst, arch enemy of President Roosevelt, or any other foe of pro gressive government. I will get my publicity on the basis of construc tive accomplishments or do without publicity. Fifth, I shah not, through con cern over the free access of liquor, offer any silly bills providing that it may -be given to dumb animals; but instead will give my thought to the serious problems of State and Nation and expect our intelligent people, by referendum, to determine , the sort of liquor laws they may want. Sixth,' I shall not for months at a time leave the affairs of North Carolina to the discretion of resident of Virginia or anybody else, but shall myself serve the people who elect . me. My office shall be open, not closed, to those Who have business with me during office hours. Seventr, I shall not belittle the dignity of your Senator by bounc ing about the country advertising myself and a 96-year old man who has become the father , of a baby His accomplishment is sufficient reward unto itself and I do .not consider it the function of a Sen ator to add to his advertisment. Eighth, I shall not promise the veterans or any other group to have one of their members in my office and then repudiate that promise, but, being myself a mem ber of the American Legion, I shall help them with their affairs sympa thetically and personally. Ninth, I shall not be the most costly Senator North Carolina ever had, and I shall have no interest in investigating the Virgin Islands. There are many islands off the coast of my State, and I feel the impulse of consistency when I say that I should like to investigate them, but those investagations will not. cost the taxpayers any money. Tenth, I shall not be a resident of the world for five 'yean and j a resident of North Carolina for one, but shall be available to the people of my State just as much in years when I am not a candidate as in the years when 1 am. And when I make speeches to the people of North Carolina or any other State I shall make them under my own auspices qr that of the Demo cratic, party. Timber Neeley Rogers, of Buck Creek, was given a.hearirtg on Wednesday, April 20, at 2 o'clock before United States Commissioner Robert A. Pat toq, charged with willfully tres passing, cutting, removing and sell ing timber belonging to the Na tional Forest. Mr. Rogers, who was indicted on eight 'separate and distinct charges, was bound over to . the May term Of federal court at Bryson City. . The complaint was sworn out by ranger R. V.
