W. N. C. Forest Fires Number
668 During First Half Of 1939
By J. FRED BRYSON
Countv Foraat WinJ
During the first six months of
1939, 668 forest fires burned in
Western North Carolina. Of these
668 fires, one was caused by l.ightn-
( ing. In other words, 667 of. the fires
were man-caused and thereby pre
ventable. These 667 man-caused
fires cost North Carolina and
counties of Western North Carolina
thousands of dollars in damage to
, timber and wildlife to say nothing
of the effect that fires have on
soil erosion and the aesthetic value
' of our woodland.
: Classed as bni,sh burning fires
157 of these fires were caused by
persons burning brush or other
forms of debris. In other words,
157 fires were caused by some per
son who, was careless or used bad
judgment in burning brush, sedge
and various forms of litter and
debris,
Already, with the first signs of
Fall, the grasses in the forests are
dying and the foliage is losing its
. glossy green color and beginning
to fall. Therefore, the floor of the
forest will soon be covered with a
layer of dead and highly inflam
mable material subject again to the
risk ot more man-caused torest
fires.
Jt is encouraging, however, to
know that the number of man-
caused fires in Western North
Carolina for the past several years
have been steadily decreasing. You,
as a citizen of Macon county, can
render valuable assistance to your
county, state and forest warden
organization in - bringing about' a
still further decrease in our losses
from forest fires. Here are a few
of the ways in which you can help:
1. Don't toss a lighted cigarette
or match out of your car. II f you
do so, your cigarette and match
might land in inflammable mater
ials causing a disastrous fire.
2. While hunting, be sure, that
your match and cigarette are fully
extinguished before you throw them
away. Also be sure that when your
pipe is emptied, the contents are
completely extinguished.
3. In building warming and camp
ing fire,- be sure that you have
complied with the state laws. To
build such a fire, the state law re
quires that you clear away all in
flammable and combustible mater
ial for a space of 10 feet surround
ing the place where such fire is
kindled and that the fire be fully
extinguished before leaving.
4. Before burning debris of any
kind, secure from your county for
est warden, or one of his authoriz
ed representatives, a burning per
mit. The state law is as follows on
this: Charter 207 of the Public I
Laws of North Carolina (1937) (as
amended) Prpvides that:
Section 1. It shall be unlawful
for any person, firm or corporation
to start or cause to he started any
fire or ignite any material in any
of the areas of woodlands under
the protection of the state forest
service or within five hundred feet
of any such protected area, be
tween the first day of February
and the 15th day of June, inclus
ive, or between the 15th day of
October and the 13th day of No
vember, inclusive, in any year with
out first obtaining from the state
forester or one of his duly author
ized agents a permit to set out fire
or ignite any material in such above
mentioned protected area; no
charge shall be made for the grant
ing of said permits.
Section 2. This Act shall not ap
ply to any fires started or caused
to be started within 500 feet of a
dwelling house.
Section 3. Any person, firm or
corporation violating this Act shall
be guilty of a misdemeanor, and
upon conviction ishall be fined not
more than fifty (50) dollars, or
imprisoned for a period of. not
more than thirty (30) days.
Section 4. All laws and clauses
of laws in conflict with the pro
vision of this Act are hereby re
pealed. Burning permits can be secured
from County Forest Warden Bry
son at Franklin and the following
district wardens : U. : S. Ranger's
office; Camp Supervisor, Camp No.
23, Otto; J. D. Burnette, Scaly;
Robert Ramsey, Tellicoj Harry A.
Holt, Highlands.
5. After securing your burning
permit, notify your adjoining land
owner that you intend to do (such
burning. ;
6. Maintain careful and compe
tent watch over your fire and
never leave your fire until it is
completely out.
7. Never burn near the woods
or where fire can reach the woods,
when conditions are dangerously
dry.
The state forest service laws are
going to be enforced. Those fail
ing to comply with these laws are
going to be prosecuted, We hope
that through your cooperation this
will not be necessary. . ,

State College Answers
Timely Farm Questions
Q. What causes leg weakness in
poultry? ." ,
A. This trouble may be brought
about by several causes, chief
among which is an unbalanced ra
tion. Another cause is infestation
with internal parasites. . When leg
weakness occurs, the first step is
to check carefully the feeding
schedule and see that the birds
are getting a balanced ration.
Then several birds' should be open
ed and examined for internal para
sites. In both cases, however, the
safest policy is to send a typical
bird to the poultry department at
State college with a complete his
tory of the case. The bird will be
examined and the cause of the
trouble given together with cor-
rective measures.
Q. When should I set fruit trees
for my home orchard?
A. Fruit and nut trees: may be
set anytime luring the winter in
Eastern North Carolina. In the
western section, where weather
conditions are often severe, plant
ing may be delayed until spring.
Grapes and other small fruit may
be planted In the fall or spring. In
setting out the young trees, be
aure that they are planted from
one to two inches deeper than
they stood in the nursery row. The
hole should be wide enough to re
ceive the roots without bending
thenr from their natural position.
Apple and pear trees should foe
set at least 35 feet apart, with
peach, plum, and cherry trees as
much as 25 feet apart.
Q. Is it too late to seed a pas
ture? ,
A. The best time for seeding
pastures in the fall is from Sep
tember l'to October 15. It is too
late, however, for deep plowing in
preparing the seed bed. On land
that has been in row crops the bed
may be prepared by discing and
harrowing to a depth of three
inches, and left undisturbed below
that depth. Freshly cleared land
may be gotten ready by burning
the brush and harrowing with a
disc or old fashioned A shaped
harrow. " Where it is impossible to
give the land any other prepara
tion, the brush may be burned
and the seed sown by hand in
the ashes. Use a liberal amount of
seed and cover lightly with a
weeder or brush.
Navy To Enlist 20
W. N. C. Men This Month
The North and South Carolina
Naval recruiting district has been
assigned a quota of 238 apprentice
seamen for the month of October,
which is the highest quota of any
recruiting district in the United
States, exceeding the New York
quota by 38 men.
The Asheville office has been as
signed 20 of this quota for the
month. This does not include brok
en service men. Men of this class
are not on an assigned quota basis,
but are sent in for re-enlistment
as soon as qualified.
During the month of September
the Asheville office enlisted 25
men from the Western Carolinas,
among whom were the following
local boys : Leon Grady Lenoir,
Wymer Lee Mincey, Jamts Blanch;
ard Morrison, Charles Edwin
Palmer, Claude Wilson Southard.
The Asheville office is now ac
cepting applications for the Oc
tober and November enlistments,
and in view of the present expan
sion policy of the Navy, accepted
applications would not have to wait
for such long times before being
called for enlistment as was for
merly the case.
Improved meadows and pastures
in Avery county have resulted in
increasing livestock inventories and
a trend toward a better type of
